KBR is looking for a Project Procurement Manager to work from our Leatherhead offices.

Job Description

  • To lead as Team Leader, the delivery of a high quality and cost-effective project procurement service and provide expert procurement leadership.
  • To ensure compliance of Financial Regulations, the Procurement & Contract Management Strategy, Contract Management Handbook and all other appropriate policies including relevant EU legislation.
  • To provide technical procurement expertise to support embedding best practice and continuous improvement throughout the procurement and contracts management functions.


Main Accountabilities:

  • Provide expert procurement leadership on the project reporting to the Project Director.
  • Develop and maintain good relations with client Team and business units, promoting the principles of good procurement management practice.
  • Support the Project Director in the development and delivery of service and action plans to support client priorities for procurement management.
  • Ensure procurement and contract management is carried out in compliance with the Procurement & Contract Management Strategy, Management Handbook, Sustainability policy and any other relevant legislation, regulations, and codes of practice. Including relevant EU legislation.
  • Lead the Procurement team by setting the best possible examples and to manage the performance of the team efficiently and effectively.
  • Recruit suitable Procurement experts to successfully deliver the project including Buyers, Expediters, Material Control and Logistics.
  • Set objectives for the team consistent with the overall aims and objectives of the Project and to monitor progress through 1-2-1's and staff appraisals.
  • Ensure the team's procurement management activities related to the service are compliant with client and external procedures and legislation.
  • Ensure all information is accurate and available in a timely manner and reflects practices and performance at a project, business unit and corporate level.


Key Tasks:

  • Responsible and accountable for all Procurement related activities.
  • Assist client with using contract performance data to identify areas of poor performance and provide support to the project and business unit to seek continuous improvement from the service provider and/or contractor.
  • To support periodic reviews of the Procurement Strategy and develop procurement and contract management policies.
  • Work closely with stakeholders to devise Key Performance Indicators (KPI's) and Service level Agreements (SLA's) that delivers effective contract management and performance improvement and supports the tender/delivery process as required.
  • To manage the collation of spend analysis data, identifying areas for further investigation and identifying areas of spend on goods and services where savings and efficiencies can be made from smarter procurement.
  • Challenge and act upon non-compliances in conjunction with the client Business Unit Sections (eg Legal, Supply Chain, etc)
  • Work closely with relevant colleagues to implement and promote internal and Government policies and initiatives i.e. Sustainable Procurement.
  • Undertake such work as the Project Director may determine which is compatible with the role and accountability levels of the job.
  • To ensure that service delivery complies with current regulations, accepted professional standards, client policies and procedures and appropriate legislation.
  • Development, approval and implementation of Supplier Engagement Strategy.
  • Protecting & enhancing client reputation in capital efficiency with key stakeholders
  • Timely procurement of the suppliers & contractors to deliver the project.
  • Supply chain leadership of the project, such that appropriate contractual relationships are in place that deliver commercial value and performance consistent with the project objectives in cost, time, quality, safety and sustainability.
  • Establishing supplier/contractor performance KPIs and reviewing supplier/ contractor performance to ensure appropriate performance is maintained.
  • Negotiating, recommending and administering contracts.
  • Challenging supplier/contractor costs and invoices.
  • Evaluating and mitigating the risk and realising the opportunities in supplier/contractor work packages, where supplier/contractor work packages conflict / converge.
  • Closing Final Accounts in a timely manner.
  • Applying the approved project procurement process from tendering to contract award to close out, ensuring consistent delivery to an agreed quality.
  • Applying best practice tools, procedures, and techniques to support the Procurement Contract execution.
  • Having a robust, workable, and approved Logistics Strategy in place.

Experience:

  • A relevant number of years' experience in developing and executing Contracts within Oil & Gas project.
