Management Accountant

The SSRO's principal aim is to ensure that best value for money is obtained for the UK taxpayer in Ministry of Defence expenditure on qualifying defence contracts, and that single source suppliers are paid a fair and reasonable price under those contracts. The SSRO supports the regulatory framework established by Part 2 of the Defence Reform Act 2014 (DRA), which provides a basis for pricing single source (i.e. non-competitive) defence contracts and requires transparency from defence contractors about their prices.

The SSRO are currently searching for a Management Accountant to join their Corporate Resources team for four days a week on a fixed terms basis up to 30 June 2025. The Management Accountant reports to the Finance Manager and will support the effective delivery of financial services to the SSRO.

The SSRO are seeking a Management Accountant, with experience in preparing and managing a corporate budget. This role provides an opportunity to tackle significant and complex transactions working in an outsourced system environment. You will also be required to provide advice on the SSRO's financial policies and ensuring compliance across the organisation.

The accounting concepts involved span both the private and public sector, so a background in central government, a similarly sized and funded NDPB, would be ideal (but is not essential). Part or full CABB or AAT qualification an advantage but relevant skills and experience will be given equal weighting. More important are your technical and communication skills, as well as analytical skills and focus on delivery to a high standard first time. You should also have the ability to develop and use accounting models. These should include data manipulation methods and techniques, demonstrating an advanced knowledge of Microsoft Excel. You'll combine these technical skills with a keen eye for detail as well as an appreciation of the bigger picture.

Responsibilities

Assisting in the preparation of a corporate budget and the subsequent management of this delegated budget.
Ensuring regular review of expenditure takes place; developing relationships with budget holders and/or managers within SSRO and understanding their priorities and spending plans; providing advice and guidance.
Communicating and interpreting of financial data to non-financial managers to facilitate monitoring of annual spend outturn on projects and long-term contracts;
Production of monthly, quarterly and annual financial reporting, budgets and forecasts and ensuring that cash flow forecasting is continually improved.
Liaising with budget holders and/or managers to collate information and identify key financial risks, pressures and opportunities.
Adminstration of the quarterly drawdown of Grant-In-Aid funding.
Providing input into the development of and then ensuring compliance with finance and procurement policies and procedures.
Support working relationships with the MOD sponsor team, the internal audit function, NAO and HM Treasury.
Assist with the management of the outsourced finance and payroll contract and supplier.

Person specification
AAT qualified or Part qualified accountant e.g., CAB, ACA, CIMA, ACCA, CIPFA or equivalent
Knowledge of financial planning, budgeting, forecasting and cost –management to support decision making
Strong financial analytical skills with the ability to interpret data, generate insights and construct solutions.
Good communication skills with the ability to explain financial data to non-financial managers.
Risk management: identifying and managing risks and ensuring the SSRO's financial policies and processes are followed. Intermediate excel skills.
Demonstrable ability to meet deadlines and a "can do" attitude.
A natural team player who can interact easily with colleagues and have strong communication skills.
Experience of working in a similarly sized and funded NDPB, or a public body would be an advantage but is not essential.
