Do you wish a make difference in addressing health equity and driving improvements in the health and wellbeing of local communities? An exciting opportunity has arisen for an Associate Director in Population Healthfor Blackburn with Darwen (BwD).


The post holder will report directly to the Director of Health and Care Integration and will be accountable to the ICB's Director of Population Health.

They will be a senior member of the BwD Place-Based Partnership Team and will a member of the ICB's Population Health Senior Leadership Team.

They will lead the BwD population health approach including managing a team of two people and will also lead on some elements of the population health programme across the wider Lancashire and South Cumbria footprint.


They will be joining a dedicated place-based partnership working in BwD, working within the ICB's senior leadership team for BwD and working closely with, the Public Health Team and other Council Directorates, Primary Care Neighbourhoods, NHS providers and the VCSFE sector.

Lancashire and South Cumbria Integrated Care Board serves 1.8m people of whom approximately 150,000 live in BwD. Life expectancy in the borough is below the national average. In 2020 life expectancy for males was 4 years below the national average and 2.9 years lower for females.

There are significant variations within the borough with the most deprived areas experiencing life expectancy 11.4 years lower for men and 7.8 years lower for women compared to the least deprived.

The Council has an ambitious £1bn programme of investment across its Local Plan including recent national levelling up £40M allocations and a £250M Town Centre Masterplan.


  • To provide support and assurance to the Population Health SRO and Director of Health and Care Integration on the development and delivery of key transformation priorities, opportunities, risks and achievements.
  • Responsible for the oversight of population health and place delivery workstreams including the population health operating model, implementation of new models of care and adoption and spread of best practice.
  • Responsibility for ensuring there is the appropriate support and challenge into the enabling workstreams to ensure they are on track and will deliver their objectives.
  • Provide strong leadership to programme resources, defining work, ensuring deadlines are adhered to and programme objectives are clearly articulated and understood.
  • As a senior leader, role model Lancashire and South Cumbria and Blackburn with Darwen Place values and behaviours, and ensure staff have clear objectives and work priorities.
  • To act as an ambassador for the Population Health Programme and the Place Based Partnership, promoting and developing its reputation, forming robust strategic alliances and developing effective working relations with external partners, other relevant organisations, Government departments and agencies.
  • Deputise for the Senior Responsible Officer and/or the Director of Health and Care Integration, at their request, acting with full authority in their absence.
