We are seeking an experienced
Head of Strategic Programme Management to join our
Enablement Group. This is a
full-
time opportunity on a
permanent basis.

The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU. Please be aware that this role can only be worked in the UK and not overseas.

We are currently implementing a flexible, hybrid way of working, with a minimum of 4 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business.

Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 8 days a month, with the remainder of time worked either remotely or in the office.

Some roles will need to be on site more regularly. Remote working is potentially available for some specific roles. Please discuss this with the recruiting manager before accepting an appointment.

Who are we?


The MHRA is transforming, creating a progressive, responsive and sovereign regulator of medical products that is a fundamental requirement to achieve the innovation set out in the UK Life Sciences Vision.


Delivery as part of the Enablement function oversees the governance and performance of programmes and projects that are delivering strategic change for the Agency, ensuring compliance to standards and best practice for programme and project delivery.

The team is responsible for managing service transformation execution, change, delivery performance, financial performance, benefits and risk performance for these programmes and projects.


Job description:

What's the role?


The Head of Strategic Programme Management will oversee the execution of complex phases of strategic change being responsible for activities associated with delivering new, transformed services across the agency.

You will manage delivery progress, interdependencies, benefits realisation, risks, and issues. The role will focus on a defined set of interdependent projects, with accountability for successful delivery of programme governance and assurance, monitoring progress and benefits, managing programme level risks and ensuring business readiness for change

Key responsibilities:

Programme Performance & Controls
  • Responsible for identifying success criteria for each phase of transformative change, set project and change controls and be accountable for performance. Monitor and control progress, assurance and engage dependent stakeholders and teams.

- **Risks & Issues*
  • Accountable for ensuring strategic risks and issues are identified, prioritised, assessed and mitigated. Ensure Group leads across all business areas are briefed, updated and where appropriate, enrolled in the management and control of key risks. Identify and engage specialists as appropriate.
- **Benefits realisation and business case*
  • Provide strategic leadership in monitoring benefit outlined in the business cases, drive delivery to articulate and maximise benefits from the transformation programme.
- **Leadership vision & objectives*
  • Provide and manage leadership to the Transformation team.
Create an environment in which projects and change programmes are successfully delivered by building effective working relationships and working together with all business units to manage progress and dependencies. Deliver benefits and outcomes set out in the business case.
- **Communications & Stakeholder Management - **Ensure stakeholders are represented and interests are identified and addressed. Segment and manage multiple stakeholder groups appropriately in complex environments. Build consensus across a large and often diverse group of stakeholders and develop strategic relationships with internal and external suppliers. Work closely with the Senior Responsible Officer to co-manage senior stakeholders
