Job Summary

The House of Commons is seeking a highly skilled and experienced professional to fill the role of Head of Portfolio Governance and Assurance. This is a pivotal position that will play a key role in delivering the strategy of the House of Commons Service through effective financial planning and control, monitoring organisational performance, and supporting the delivery of projects and programmes across Parliament.

Key Responsibilities

  • Lead the Governance Framework: Develop and continuously improve the governance framework for major projects and programmes in Parliament, ensuring alignment with Government best practice.
  • Embed Project and Programme Assurance: Own, embed, and continuously improve Parliament's project and programme assurance, providing expert advice and guidance to stakeholders.
  • Manage the EPMO Governance and Assurance Function: Oversee the management of the Enterprise Portfolio Management Office (EPMO) Governance and Assurance function and team, ensuring effective delivery of services.
  • Provide Governance and Assurance Advice: Offer expert advice on governance and integrated assurance, including Risk Potential Assessments, Gateway Reviews, and services for a large and diverse portfolio of projects and programmes.
  • Strategic Thinking: Demonstrate the ability to think strategically, anticipating and managing high-level risks and uncertainties, and providing innovative solutions to complex problems.

Requirements

  • Experience of providing governance and integrated assurance advice, Risk Potential Assessments, Gateway Reviews, and services for a large and diverse portfolio of projects and programmes.
  • Ability to think strategically, anticipating and managing high-level risks and uncertainties.
  • Strong leadership and management skills, with the ability to lead and advise on the development of governance frameworks and assurance processes.
  • Excellent communication and interpersonal skills, with the ability to work effectively with stakeholders at all levels.
