The County Borough has 255 Listed Buildings, 26 Scheduled Ancient Monuments and 6 Conservation Areas

This is an exciting opportunity for a candidate to take up a key role with the Council’s Development Management service. The service plays an essential role in delivering development projects by early engagement, negotiation and ongoing advice. This post is integral to this process and the drive, vision and enthusiasm of the successful candidate will ensure heritage assets are a vital consideration and form an essential part of the Councils ambitious placemaking agenda. The Council has recently embarked on the review of the Torfaen Local Development Plan and there is a timely opportunity for the post holder to contribute to shaping the strategy, relevant polices and supplementary planning guidance. Working closely with the Team Leader (Enforcement) the post holder will also provide key advice to ensure the protection of heritage assets. The successful candidate would also have an exciting and rewarding chance to assist in the management and development of the skills of officers in a friendly, enthusiastic, helpful and committed Development Management service.

Job Purpose

To provide professional heritage and design related planning advice across the Council services and assist in the management of the County Boroughs heritage assets

To process complex and large planning applications particularly those relating to heritage including applications for Listed Building Consent, Conservation Area Consent, appeals and pre application enquiries.   

Principal Accountabilities and Responsibilities

To be responsible for the processing of large and complex applications particularly those relating to heritage, including applications for listed building and conservation area consent

To make recommendations and present applications to Planning Committee where necessary.

To actively work towards CADW delegation of Listed Building Applications and take personal responsibility as the authorised officer

To assist in the management of the Planning Applications Team and authorise decisions on householder and minor planning applications in accordance with the Council’s Scheme of Delegation

To act as the main point of contact for historic building conservation advice and design within the Council.

To provide expert advice and assistance on all conservation and heritage matters relating to Listed Buildings, Scheduled Ancient Monuments, Conservation Areas, the Blaenavon World Heritage site, Registered Historic Parks & Gardens, Registered Historic Landscapes, Historic Assets of Special Local Interest and other sites or buildings contributing to the historic environment. 

To undertake and co-ordinate work emanating from the Council’s statutory requirements relating to the historic environment, including the Local Development Plan, Conservation Area Appraisals and Management Plans, design guidance, development briefs and other supplementary planning guidance.

To provide professional advice on enforcement matters related to heritage assets.

To provide advice and comments on planning applications, Listed Building and Conservation Area Consent to Officers, appropriate Committees and to Cadw.

To prepare reports for written statements and present evidence at planning and Listed Building and enforcement appeals, at hearings and public enquiries 

To advise and take direct responsibility for enforcement matters in relation to the historic built environment and provide expert evidence in any subsequent related proceedings. 

To provide expert advice on regeneration projects and initiatives related to the historic built environment.

To provide expert advice for external funding for the enhancement of the historic built environment. and the implementation of schemes arising from this. 

To promote and take a proactive approach to the enhancement and promotion of the historic built environment in Torfaen and where appropriate undertake consultation and engagement with stakeholders and the local community on matters related to the built historic environment. 

To work closely with colleagues across the Council and develop effective partnership working with external organisations including Cadw, ICOMOS UK, Glamorgan Gwent Archaeological Trust, and local conservation groups and preservation trusts.

To identify buildings of listable quality that are considered to be at risk

To manage buildings at risk, providing the necessary guidance and support to owners

To provide professional advice on heritage issues, strategy and policy within the Local Development plan 

To produce Conservation Area Appraisals & Management Plans and other design guidance

General

To observe confidentiality in all aspects of work.

To participate in the service area’s supervision process and/or Corporate Appraisal process.

To demonstrate a willingness to undertake training development and learning opportunities to improve skills.

Comply with and support others to observe Health and Safety Act 2009 procedures and processes.

To adhere to the terms of the Alternative Working Strategy should the post be eligible.
