Torfaen is the third smallest County Borough in Wales and is situated just north of the M4 corridor bordered by Monmouthshire, Newport, Caerphilly and Blaenau Gwent. Torfaen is also the third most densely populated local authority area in Wales and has a population of over 91,000. It has a great iron, steel and coal mining heritage and is home to Blaenavon which was inscribed by UNESCO as a World Heritage Site in 2000. Cwmbran, the first of only two New Towns to be built in Wales, is the largest settlement in Torfaen. The County Borough has 255 Listed Buildings, 26 Scheduled Ancient Monuments and 6 Conservation Areas
Job Purpose:
- To assess, supervise and support Torfaen's foster carers, supported lodgings providers and kinship carers.
- Principal Accountabilities and Responsibilities
- You will be responsible for the assessment, supervision and support of Torfaen's Foster Carers.
- You will complete assessments with regard to new applicants who wish to be foster carers or supported lodgings providers and present the assessment to the fostering panel.
- You will complete assessments for kinship care arrangements including viability, connected persons, special guardianship and private fostering assessments.
- You will provide regular supervisionto foster carers in line with statutory regulations and Torfaen County Borough Council's policies and procedures.
- You will ensure that foster carers training and support needs are met in line with statutory regulations and Torfaen County Borough Council's policies and procedures.
- You will contribute to the review of foster carers on your caseload and present these at fostering panel where required.
- You will participate in placement stability meetings in order to achieve greater placement stability for children looked after, ensuring sound planning and the timely provision of support where a placement is at risk of breakdown.
- You will attend Professional Strategy Meetings where required in relation to carers on your caseload.
- You will undertake the role of office duty worker on a rota basis, undertaking placement searches and matching alongside the Placement and Business Support Officer as well as responding to crises.
- You will work closely with colleagues in the locality Teams, Children with Disabilities Team and the 16+ Team as well as other professional agencies.
- You will maintain accurate and up to date records on relevant electronic and manual systems.
- You will maintain an awareness of changes in legislation related policies and practices and implement these within your own professional practice.
- You will develop your own professional skills through supervision and attendance at appropriate training.
General

- Contribute positively to the team, through working in co-operation with colleagues and line manager.

- You are responsible for undertaking your duties in a manner which safeguards and promotes the welfare of children, young people and adults at risk. You must bring issues of concern regarding the safety and welfare of children, young people and adults at risk to the attention of the Designated Officer in your Service. You must raise any concern or allegation of abuse and neglect without delay.
