We arelooking for an experienced Financial Fraud Investigator that sitswithin the Housing Benefit / Financial Assessment structure. Themain purpose of the role is to work as part of a newmultidisciplinary team and assist with reviewing our existing andpotential new caseload of supported (exempt) accommodation tenantsand providers. The Council offers flexible hybrid workingarrangements. The purpose of the team will be to assess the needfor and provision of care support and supervision from a housingduty perspective. Challenging tenant eligibility for supportedhousing and provider eligibility under Housing Benefit regulationswill be the main focus as well as reducing the elements that makeup the eligible rent. As the Counter Fraud Investigator your mainfocus will be on investigating providers (i.e. are theynotforprofit are there links to other providers do they provide therequired level of care support and supervision what evidence do wehave how are the Directors linked to the company and othercompanies contrived tenancies and potential DWP benefits counciltax support and council tax fraud.) Experience and knowledge ofhousing fraud is desirable. Essential experience skills andknowledge: 1. Extensive experience of working in an investigativeenvironment including undertaking interviews obtaining andpreparing reports and materials for disciplinary or Court hearingsand in accordance with strict guidelines and procedures. 2.Excellent written and verbal communication skills with facilitationand presentation experience. 3. Experience of buildingrelationships and working with senior managers and other keystakeholders with the ability to show courage and integrity whenchallenged on investigation findings. 4. Numeracy skills includingthe ability to analyse interpret and clearly present detailed andcomplex data. 5. Knowledge of the legislation regulations andcurrent issues affecting the investigation of fraud including therequirements of the Fraud Act 2006 Police and Criminal Evidence ActPrevention of Social Housing Fraud Act 2013 Human Rights ActRegulation of Investigatory Powers Act Theft Acts and relevant DataProtection and Social Security legislation. 6. An Investigationqualification such as Accredited Counter Fraud Specialist PINSFOCUS BTEC CIPFA Investigative Practice or equivalent. Desirable:1. Understanding of public sector organisations ideally localgovernment and the issues currently facing the sector including themajor fraud risks. 2. Accreditation as a Financial Investigatorunder the Proceeds of Crime Act2002.

Extensive experience of working in an investigative environment,including undertaking interviews, obtaining and preparing reportsand materials for disciplinary or Court hearings, and in accordancewith strict guidelines and procedures. Excellent written and verbalcommunication skills with facilitation and presentation experience.Experience of building relationships and working with seniormanagers and other key stakeholders, with the ability to showcourage and integrity when challenged on investigation findings.Numeracy skills, including the ability to analyse, interpret andclearly present detailed and complex data. Knowledge of thelegislation, regulations and current issues affecting theinvestigation of fraud, including the requirements of the Fraud Act2006, Police and Criminal Evidence Act, Prevention of SocialHousing Fraud Act 2013, Human Rights Act, Regulation ofInvestigatory Powers Act, Theft Acts, and relevant Data Protectionand Social Security legislation. An Investigation qualificationsuch as Accredited Counter Fraud Specialist, PINS, FOCUS, BTEC,CIPFA Investigative Practice or equivalent. Extensive knowledge ofbest practice and current trends within public sector fraudinvestigation. Extensive knowledge of investigative techniques andhow and when to apply these to complete efficient and effectiveinvestigations. A good knowledge of the issues and challengescurrently facing local government and the fraud risks that this maypresent. Knowledge of current and incoming legislation that impacton the counter fraud and investigations, including the Fraud andBribery Acts. Understanding of the importance of Health and Safety,and Equal Opportunities, issues within the context of the job.Experience of undertaking proactive anti-fraud work, including theability to spot fraud risk indicators and trends and identify waysto address these. Ability to organise and prioritise tasks. Abilityto display initiative. Ability to maintain discretion andconfidentiality. Ability to identify areas for improvement andimplement these. Ability to produce clear, succinct andwell-structured written work which creates a positive impact onrecipient(s). Ability to reflect on information, define key issuesand reach logical conclusions. Ability to work to the higheststandards, demonstrating resilience to pressure and alwaysretaining due professionalism. Ability to work efficiently andeffectively, taking ownership of deliverables and consistentlymeeting and/or exceeding targets.
