We can now offer a unique opportunity to join our organisation as our new Chief Nursing Officer and Allied Professions Lead (Chief Nurse).

This role is critical in providing strategic leadership, strengthening our established Executive Team to enable to DPT to consolidate its existing performance and achieve outstanding. The post holder will be key in ensuring quality and safety are at the heart of our services across a wide client group. You will ensure that we are responsive in delivering the services that we commission on behalf of NHS England and help us seek out opportunities for improvement in partnership with our service users, their carers and our staff.

Job Purpose

As a member of the Trust Board, the Chief Nursing Officer (CNO) has shared accountability with the Executive and Non-Executive Directors for the strategic direction, assurance, and continued development of Devon Partnership NHS Trust (DPT) as it continues its journey to be an outstanding organisation and a great place to work. They will lead a culture that supports staff to challenge discrimination and promote diversity and supports the achievement of our mission, aims and objectives.

As a key system leader, the post-holder will work with our partners and population to deliver the Devon shared ambition to transform outcomes for people with mental health conditions by working collaboratively, at-scale, creating sustainable, new, innovative models of care, that address health inequalities and maximise our use of digital and new technology.

They will have a pivotal role in providing strategic leadership for the nursing and allied professionals workforce and ensuring the quality, safety and patient experience of all clinical services within DPT through visible, compassionate leadership.

Specifically, they will:

Lead transformational change that leads to measurable improvement in patient outcomes and delivers value for money, ensuring the co-production and involvement of people with lived experience, carers, and staff. Lead the professional leadership, education and development of the nursing and allied professions workforce, ensuring that the care we provide is delivered with compassion. Provide quality and safety assurance of our care and services with learning and improvement at its heart, through the Patient Safety Incident Response Framework, meeting external regulatory requirements CQC and the delivery of national quality standards. Lead on non-medical temporary workforce, ensuring best use of resources.

The post holder will be the Senior Responsible Officer (SRO) for several key programmes of work and working with Executive Directors colleagues and other leaders within the organisation, is responsible for delivering the operational changes required under these programmes.

The CNO is:

The executive lead for Freedom to Speak Up (F2SU), overseeing the creation and implementation of the Trust F2SU vision and strategy. Holds executive responsibility for infection prevention and control. Is the Trust Caldicott Guardian The executive lead for health and safety and security The Nominated manager for CQC All DPT sites The executive Lead for Safeguarding Child and adult and public Protection

Strategic and Corporate Responsibilities

Responsible, with other Directors, for leading the delivery of our vision and strategic aims, within a compassionate culture, free from discrimination. Contribute to the delivery of Trust-wide statutory and non-statutory responsibilities, for the delivery of short- and long-term objectives, for organisational development and for establishing strategies, policies and plans including infection prevention and control to ensure future delivery of high-quality healthcare. Contribute to the continued corporate development of DPT, coordinating key areas as directed by and agreed with the Chief Executive. Contribute to the achievement of all DPTs objectives, including the quality, financial, workforce and performance targets within DPTs overall corporate governance framework. Bring to the attention of the Chief Executive and the Board of Directors any professional issues which might affect DPTs performance or reputational concern. Represents DPT in terms of PR and other media requirements, including the coroners court. Participate in the executive management on-call rota. Actively support the achievement of NHS Improvement Single Oversight Framework continuous improvement capability requirement in Leadership and Improvement Capability (Well-led) domain. Holds a partnership role within Devon ICS in partnership with Devon CNOs.

Recovery

Risk Management / Health and Safety

Employees must be aware of the responsibilities placed on them under the Health & Safety at Work Act 1974, ensure that agreed safety procedures are carried out and maintain a safe environment for employees, patients and visitors.

Records Management

The post holder has responsibility for the timely and accurate creation, maintenance and storage of records in accordance with Trust policy, including email documents and with regard to the Data Protection Act, The Freedom of Information Act and any other relevant statutory requirements.

Clinical Governance, Compliance and Performance

The post holder will be responsible for proving that the Care Quality Commission outcome areas have been met in all registered/related activities for which the post holder is responsible. Where outcomes are not met the post holder is expected to put in place/recommend action to improve.

The post holder will proactively seek and engage the support of the governance teams in the Compliance and Corporate Development directorate to gather information as required.

The post holder will build an understanding of and adhere to the CQC guidelines as well as the Trusts guidelines on the approach to maintaining CQC registration.

Prevention and Control of Healthcare Associated Infection

The post holder is expected to comply with Trust Infection Prevention and Control Policies and conduct themselves at all times in such a manner as to minimise the risk of healthcare associated infection. This includes for example, staff health and illness, screening and immunisation and dress code policies.

Smoking

The Trust operates a non-smoking policy. Employees are not permitted to smoke anywhere within the premises of the Trust or when outside on official business. Staff must also be mindful of public perception and must therefore not smoke whilst travelling in Trust identified vehicles or when can be identified as Devon Partnership Mental Health Trust staff.

Policies & Procedures

Trust employees are expected to follow Trust policies, procedures and guidance as well as professional standards and guidelines. It is your responsibility to read and familiarise yourself with all policies relevant to your job role. These are grouped into two sections, HR and Clinical and can be found on the Trust intranet site or via your line manager. You will also be required to comply with any training needs that arise from reviews or variations of policies and procedures.

Safeguarding

Safeguarding is part of everyday practice and all Trust employees are required to work in accordance with policies, procedures and professional codes to safeguard people who use our service, their children, families and carers from abuse. Where staff work with adults, staff must be aware of any children that live with, or have contact with, the person in their care. They have a duty to promote the childs welfare and ensure their needs have been taken into account as part of the overall assessment and engage with other agencies as appropriate. All staff should have the knowledge and skills to work in such a way as to reduce the likelihood of abuse, they must be alert to, and take appropriate action in relation to, safeguarding issues. Where staff are unsure what appropriate action to take, they must always escalate their concerns and speak to a senior member staff or the DPT Safeguarding Team.
