Main duties of the job

This is senior midwifery leadership role and is an integral part of the regional nursing and midwifery management leadership team at NHS England, working closely with the regional Chief Midwife, regional and national maternity and neonatal teams. The post holder will also work with the regional Chief Nurse, the regional Chief Obstetrician, the regional Executive Team, specialised commissioning and local system senior leadership within the five Integrated Care Board's in London and Local Maternity and Neonatal System leads.

As the Deputy Regional Chief Midwife, the role will support the Regional Chief Midwife to provide strategic leadership and professional guidance regionally, working with key stakeholders across the health system to ensure that the NHS ambitions are realised through the effective commissioning and provision of safe and personalised maternity services.

The Regional Maternity Team is led by the Regional Chief Midwife who is supported by the Obstetric Lead for London, Deputy Chief Midwife, Service User Voice Lead, Senior Programme Manager, Senior Project Manager. Project Manager and Business Support Officer. The team incorporates the London Maternity Clinical Network.

Job responsibilities

Support the implementation of the Three-Year Delivery Plan (3YDP) for maternity and neonatal services and other related recommendations for national reviews at the regional level to improve care and safety of maternity services across the region.

Support the Regional Chief Midwife in maintaining oversight of maternity services in London and LMNS' capacity and capability to quality assure and implement the objectives outlined in the three year delivery plan and other maternity review recommendations and policies.

Work with key stakeholders and wider regulatory bodies, such as the Care Quality Commission (CQC), NHS Resolution (NHSR), Nursing and Midwifery Council (NMC) and Maternity and Newborn Safety Investigations (MNSI) to share wider intelligence and provide consistent

support and interventions where warranted.

Ensure that mechanisms are in place within the region for early identification and sustained resolution of issues that affect quality and safety.

Support the Regional Chief Midwife to provide strategic professional leadership.

Set the direction for the midwifery profession by acting as an advocate for regional priorities, including representing the regional chief midwife on national platforms, key committees and conferences.

Develop midwifery leadership capacity and capability across the region.

Acquit the Regional Chief Midwife responsibilities in relation to promoting quality improvement initiatives, including the Maternity and Neonatal Safety Improvement Programme (MatNeoSip, within Health Innovation Networks, the national Saving Babies Lives Care Bundle, national Maternity Incentive Scheme, continuity of carer, health promotion and public health and the stop smoking champion role.

Build links and networks with other teams within NHS England and other partners, including for example: Royal College of Midwives, CQC, MNSI, NHSR, NMC, Department of Health and Social Care, Royal College of Obstetricians and Gynaecologists the Royal College of Paediatrics and Child Health, service user voices, UNICEF Baby Friendly and other relevant charities, to ensure that midwifery is considered appropriately and across system networking and leadership is effective.

Working with the Regional Chief Midwife leading and implementing policy.

Working in partnership with the national and regional maternity teams, Regional Chief Nurse, Regional Medical Director, Executive team, local maternity providers, other key stakeholders and the wider programme structure to shape strategy and implementation of the programme,

including ensuring that both the equity and midwifery perspectives are considered and integrated at all levels.

Championing LMNS as vehicles for change, in particular by promoting the coming together of clinicians, service users and others across professional and organisational boundaries.

In conjunction with other team members act as an advocate for continuity of carer, providing specific support to individual LMNSs, Directors and Heads of Midwifery as required, and supporting efforts to target models of care for women from the world majority and deprived communities to reduce health inequalities.

Helping to shape policy delivery in areas where the midwifery profession can contribute to efforts to improve postnatal care, improve prevention (including reducing maternal smoking), and empower women to make choices about their care.

Contributing to regional leadership for the London Maternity Clinical Network.

Supporting the development and growth of the midwifery and support staff workforce, across the region

As the Deputy Regional Chief Midwife, the post holder will lead and work as part of a dynamic team in delivering its programme. The role will work with colleagues in the nursing and quality directorate, trust senior managers and LMNS leads across maternity to support the provision of safe and personal evidenced based maternity care that reflects the ambition of national maternity policy.

Qualifications

Essential

Registered Midwife. Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area. Member of a relevant professional body.

Knowledge and Experience

Essential

In depth additional expert knowledge acquired over a significant period in the following areas: - Midwifery and maternity/Strategy and policy Proven and significant leadership experience from at least an LMS perspective and/or formal management qualification with proven success. Proven Board level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment at LMS level as a minimum Significant experience of managing and prioritising a large budget with solid knowledge of financial process requirements.
