Job summary

Our Perinatal Service is looking for a dynamic, experienced and passionate 8a Service Manager to support and oversee our Torbay & West Devon Perinatal Teams for an 18 month Fixed Term / Secondment.

The post holder will work closely with our existing Exeter & North Devon Service Manager as well as our established Perinatal Leadership Team.

Having secured additional funding, the CommunityPerinatal Service has been going through an exciting period of expansion in order tomeet the commitments of the NHS Long Term Plan and we are now focusing on embedding these new ways of working.

The successful applicant will be required to beinnovative in their thinking in order to meet the demands of the service whilstworking alongside the teams to deliver high quality care which we are proud of.

The post holder can work flexibly between our Torbay and Exeter base.

This is an exciting opportunity for the successful applicant to have a key role in the ongoingdevelopment of our Perinatal Service as well as offering senior operational oversight of the service. The successful applicant will be joining a veryexperienced and motivated leadership team who are committed to furtherimproving the quality of care for perinatal women and families, and will be well supported over the period of the secondment.

Main duties of the job

Work as an integral part of the leadership team across CommunityPerinatal Services across Devon. The post holder will -Ensure theservice continues to offer patient centred care across the community pathway,with a robust clinical governance framework Take a key role in leading ongoing service development which meets the needs of the local population, inline with national strategy and guidance Provide efficient and effective day to day management in the delivery ofclinical care, ensuring best use of resources Providea high level of managerial and clinical supervision to staff from a variety ofprofessional backgrounds Overall operational and performancemanagement responsibility to ensure all targets, KPIs etc aremonitored and met Promote a culture based on principles ofrecovery, choice and personalised care Ensure effectivegovernance and delivery of the service model and specification based onevidence and best practice guidance within commissioned requirements Active engagement with commissioners, ensuring good working relationships and networking across the region to ensure quality of care provided is consistent

Communication and Working Relationship Skills

Promote effective communication within the service and with both internal and external key stakeholders Facilitate relevant business and/or clinical meetings as required Provide opportunities for staff to discuss challenges which directly or indirectly affect their work Keep team members informed about organisational and national service plans and developments, including any threats and opportunities Ensure services have effective management and communication systems in place Liaise and with partnership agencies, service user and carer groups, with both the statutory and non-statutory sectors as appropriate Be an active member of relevant stakeholder groups to ensure the development and delivery of integrated services where appropriate Ensure that clear and robust processes are in place for engaging key partners in the delivery, monitoring and development of services including working with relevant people in the Trust Promote Perinatal Services and be aware of the need to take steps, where necessary to actively prevent damage to the reputation of the Service & organisation Provide and receive highly complex/sensitive information and data which they will need to share with a wide range of stakeholders. Demonstrate good communication, written, verbal and presentation skills Demonstrate an ability to chair complex meetings Ensure that the Directorates governance processes are consistent throughout the service

Analytical and Judgemental Skills

Analyse and interpret a wide range of highly complex information from a variety of sources and design, implement and monitor action plans based on the analysis, interpretation and comparison of a range of options Analyse and make judgements on completing and conflicting demands and formulate actions to ensure that the service is delivered and resourced effectively Lead on long term projects and strategic direction as per national guidance and legislation to ensure compliance at all times Manage complex and challenging situations related to workforce, ensuring adequate staffing levels with the right skill mix and competencies to meet patient needs, taking into account diversity and culture To undertake review of complaints and manage these in a sensitive manner

Planning and Organisational Skills

Manage change in organisational activity and to assess organisational risks and to develop strategies to manage these Lead on operational planning for the service in line with Directorate and Trust objectives Develop workforce development plans, which addresses recruitment and retention issues across the workforce and lead on recruitment where required Exercise independent judgement on a daily basis and make decisions required to resolve the most complex challenges in order to ensure the prompt resolution of issues relating to performance and delivery To jointly convene and lead relevant meetings such as Clinical Governance to ensure provision of safe and effective services. To lead/support in the review and development of service specifications, business plans and service level agreements with users, commissioners and other service providers to ensure responsive, flexible, cost effective quality services within a culture of competing priorities To work in partnership with all key stakeholders including mothers & birthing partners/co-parents, in new service developments / clinical practice, which will inform the Trust / Strategic Business Plans and Service Plans.

Responsibility for Patient/Client Care, Treatment and Therapy

Ensure all individuals receiving services are safeguarded from harm Using a robust clinical governance structure, ensure evidence-based practice and user-centred recovery principles are used to assess, plan, implement, monitor and evaluate all interventions provided by the service to promote recovery and independence Responsible for the on-going development and maintenance of high quality clinical practice and professional skills, ensuring a competent, flexible, responsive workforce to meet patient need To lead on the interface between primary and secondary care services and across care pathways and groups in order to reduce barriers and access difficulties. To be proactive in resolving problems across pathways The Service Manager will have responsibility for assuring service governance is in line with the specialist directorate assurance framework (including CQC compliance

Responsibility for Policy and Service Development Implementation

The Service Manager will be required to develop, lead, advise and support the planning and implementation of a range of new ways of working and service models for the community perinatal service Promote a continuous service improvement ethos across the Service, challenging traditional methods of delivery, and managing appropriate change The post holder will have knowledge of audit and quality improvement tools to enable on-going evaluation of the service models To support and enable the development of a culture of evaluation, ensuring services are reviewed, monitored and continuously improved within the framework of clinical governance To keep up-to-date with developments in the perinatal mental health field, such as national policy and clinical best practice and to communicate this to staff as necessary

Responsibility for Finance, Equipment and Other Resources

Accountability for the management of the overall service area budgets for the area and where appropriate, the achievement of efficiencies as directed by the organisation The Service Manager will be responsible for prioritising the use of available resources to deliver the highest standards of care and offering best value for money To understand the importance of delivering against the service contract, as agreed with the relevant Integrated Care System (ICS)/Integrated Care Board (ICB)

Responsibility for Human Resources, Supervision, Training, HR Advice and Management

To manage staff in accordance within Trust policies and procedures to maintain an effective and healthy workforce The Service Manager will be responsible for the line management of the Services. They are responsible for providing clear leadership across these services. Leadership will be based on implementing a culture of accessibility, support, open communication, mutual respect and effective challenge The Service Manager is expected to be a role model for his/her managers and staff in carrying through complex change in service delivery within limited resources. The post holder will be expected to deliver on these changes through effective management and the use of a variety of leadership approaches To ensure the implementation of appropriate supervision and appraisal arrangements are in place for all staff which identify development needs for staff, as per Trust policy To hold responsibility for ensuring appropriate Health and Safety systems are in place and effectively monitored To ensure timely oversight and monitoring of the service risk registers ensuring that actions are in place and to communicate and manage these appropriately Agree and regularly review job planning

Responsibility for Information Resources and Administrative Duties

The Service Manager is expected to ensure that administrative systems and staff are properly managed and efficiently deployed to provide effective support for the delivery of services Responsible for developing and maintaining high quality clinical reporting via the relevant recording systems Maintenance of accurate supervision and appraisal records The Service Manager is jointly responsible, with other senior staff within the Perinatal Service, for ensuring compliance with Trust policies and the policies of Partner Authorities in respect of:- 1. The inputting of data into appropriate computer based and paper systems. 2. The use of Care Records including compliance with Trust policies on confidentiality. 3. Local interagency agreements and protocols on the sharing of information. 4. The Data Protection Act and other legislation relating to the release of information.

Freedom to Act

The post holder will be required to make operational and tactical decisions for their service, liaising with Trust leads regarding the strategic implications and possible changes required. Operate independently, manage department, and interpret organisational policies. Decisions will be made within the scope of existing policies and procedures however the post holder will need to interpret the policies to decide on appropriate action. The post holder will be responsible for the overall performance of the service and therefore will be required to devise and implement actions plans based on their own analysis of management information. Experience

Experience of managing staff within a mental health care setting Demonstrable experience of identifying and delivering professional development and improving standards of professional care. Management Experience in the delivery of Mental Health and /or related healthcare services demonstrating effective track record of managing complex services and budgets

Operational experience across a range of health and/or social care service teams

Qualifications

Essential

Professional clinical knowledge acquired through degree supplemented by diploma level specialist training, management qualification or equivalent and experience Educated to degree or equivalent experience/competence. Professional qualification in Nursing, Occupational Therapy or Social Work Evidence of Continued Professional Development.

Desirable

Post-qualification training directly applicable to the delivery of Mental Health services. IT Skills.

An understanding of multi-agency working across the health and social care spectrum and voluntary and independent sector. Demonstrable understanding of the Perinatal Services clinical pathways. Up to date knowledge of evidence based range of interventions relevant to Perinatal Services.
