Housing Management System Project Manager Role

This is a temporary, full-time position with Basildon Borough Council, working closely with Essex County Council. The successful candidate will be responsible for leading the Housing Management System replacement project from inception to delivery, ensuring all Council rules are adhered to.

Key Responsibilities

  • Deliver the HMS project on time, budget, and to quality standards, monitoring, reporting, and reviewing project management.
  • Lead a medium-sized procurement activity to ensure the correct product is purchased to meet housing service needs.
  • Maintain a good working knowledge of housing services to ensure relevant design questions are directed to the right SME.
  • Carry out post-implementation reviews to identify further opportunities for benefits realization.
  • Prepare detailed and realistic plans, track activities, costs, and resource usage against project schedules, and provide regular reports to stakeholders.
  • Liaise with service owners and senior management to ensure project elements are understood and delivered in line with requirements and expectations.
  • Coordinate allocated resources to ensure clarity of expectations and tasks.
  • Design and implement a rigorous training program in conjunction with service subject matter experts and external contractors.
  • Ensure the project is formally closed, reviewed, and lessons learned are recorded and socialized within the organization.
  • Maintain relationships with external contractors to ensure appropriate skills and support can be resourced.
  • Work with ICT Management to understand best practices for future operating procedures and document them in project plans.
  • Drive continuous improvement with service leads to ensure the ICT Service is an exemplar service.
  • Produce business cases for consideration by ICT-related boards, obtaining information from within the Council and external suppliers.
  • Identify, record, and manage risks associated with the work, which are likely to be complex with significant impact, across more than one functional area and/or on partners.
  • Represent the ICT Service and Basildon Council at internal and external meetings as required.
  • Ensure compliance with the General Data Protection Act, relating to personal information held by the Council.
  • Undertake all duties within the framework of Equal Opportunities.
  • Any other duties appropriate to the post.

Requirements

  • Extensive experience in procurement management for public sector projects.
  • Knowledge of Housing services/Management within a Local Authority or RSL environment.
  • Proven track record of successfully managing large-scale procurement projects.
  • Experience of writing technical specification documents to inform procurement activities.
  • Experience of creating and maintaining positive relationships with suppliers.
  • Strong knowledge of Prince II, Agile, or alternative IT project delivery tools and aids.
  • A good working knowledge of analyzing Risk and Risk mitigation techniques within the public sector.
