Job Summary

Essex County Council is seeking a highly skilled Project Manager to lead the Housing Management System replacement project. The successful candidate will be responsible for overseeing the project from inception to delivery, ensuring timely, budget-friendly, and high-quality results.

Key Responsibilities

  • Manage the project lifecycle, including discovery, specification creation, development, UAT, and release.
  • Coordinate allocated resources, including Business Analysts and technical staff, to ensure clarity of expectations and tasks.
  • Design and implement a rigorous training program in conjunction with service subject matter experts and external contractors.
  • Ensure the project is formally closed and lessons learned are recorded and socialized within the organization.
  • Develop and maintain positive relationships with suppliers and stakeholders.
  • Represent the ICT service and Essex County Council at internal and external meetings as required.

Requirements

  • Extensive experience in procurement management for public sector projects.
  • Knowledge of Housing services/Management within a Local Authority or RSL environment.
  • Proven track record of successfully managing large-scale procurement projects.
  • Experience of writing technical specification documents to inform procurement activities.
  • Strong knowledge of Prince II, Agile, or alternative IT project delivery tools and aids.
  • A good working knowledge of analyzing Risk and Risk mitigation techniques within the public sector.
