Job Summary:

This is a pivotal role that supports the Director of Asset Management in driving the Council's success in meeting its statutory health, safety, and wellbeing obligations as a responsible employer and landlord. The successful candidate will be responsible for providing senior management with the support, advice, and assurance that hazards and associated risks related to health, safety, and wellbeing are suitably assessed, communicated, and effectively managed.

Key Responsibilities:

  • Advise and support managers to ensure that work activities carried out by BCC officers are done so correctly, and that work tasks conducted by our business partners across our residential stock are done so safely, with the appropriate safe systems of work and levels of supervision in place.
  • Lead on the coaching and advising of senior leaders and managers by imparting knowledge and experience to aid their development and training, whilst indirectly doing the same for all other officers through the delivery of online and quality external training courses to support the continuous improvement in health, safety, and wellbeing performance.
  • Work with stakeholders to ensure robust measuring and monitoring of health, safety, and wellbeing performance is in place for all service areas with transparency of risk management, incident reporting, investigation, and emergency preparedness and response to influence the quality of decision-making by senior management.
  • Establish, develop, and maintain relationships to advise on and interpret project contractual and statutory requirements in relation to health, safety, and wellbeing obligations across all service areas within the Asset Management function.
  • Monitor, analyze, report, and improve plans with key performance indicators tailored to deliver results for all parties.

Requirements:

  • Proven experience in health, safety, and wellbeing management.
  • Strong leadership and coaching skills.
  • Ability to work with stakeholders to achieve business targets.
  • Knowledge of industry standards and best practices.
  • Ability to communicate complex information effectively.
