About the Role

We are seeking a highly skilled Development Officer to join our team at Red Personnel. As a key member of our team, you will play a crucial role in supporting the delivery of our development projects, both individually and at a programme level.

Key Responsibilities
  • Financial Management: You will be responsible for supporting the financial management of projects, including raising purchase orders, paying invoices, and maintaining accurate financial records.
  • Project Monitoring: You will assist with project and programme-level monitoring, recordkeeping, and servicing of strategic governance boards.
  • Communication: You will effectively communicate with residents, stakeholders, and internal Council teams, ensuring that all parties are informed and engaged throughout the project cycle.
  • Consultation and Engagement: You will support consultation and engagement projects with internal and external stakeholders, ensuring that all voices are heard and valued.
Objectives and Duties
  • Time-Critical Payments: You will manage time-critical payments to suppliers and support financial recordkeeping and monitoring for individual projects.
  • Project Coordination: You will coordinate and collate project information and conduct regular monitoring to ensure that projects are on track and meeting their objectives.
  • Governance Board Meetings: You will facilitate ad hoc project and programme governance board meetings, ensuring that all stakeholders are informed and engaged.
  • Communication and Stakeholder Engagement: You will communicate effectively with internal and external stakeholders, including drafting information and updating websites to ensure that all parties are informed and engaged.
  • Consultation and Engagement: You will support consultation and engagement on development projects with colleagues, councillors, residents, and other community stakeholders throughout the project cycle.
  • Community Partnerships: You will establish and develop good working relationships with local partnerships, community groups, and statutory service providers in neighbourhoods.
  • Project Management: You will project manage the sensitive and efficient decanting of residents, existing services, or community organisations as required.
About You

We are looking for a highly skilled and experienced Development Officer who is passionate about supporting the delivery of development projects. You will have a relevant degree in construction, surveying, development, or regeneration, or significant experience with evidence of continuous professional development.

You will have strong written and verbal communication skills, including the ability to explain development scheme designs and produce surveys and questionnaires. You will also have good people skills, with the ability to represent the Council in public and manage conflict in highly charged public meetings.

You will be a strong organisational skills, with the ability to manage a varied workload and prioritise effectively. You will also have the ability to work comfortably with a range of internal colleagues, consultants, contractors, and community stakeholders in a matrix management environment.
