Regulatory Compliance Specialist

We are seeking a highly skilled Regulatory Analyst to join our Drinking Water Regulation team at United Utilities. As a key member of the team, you will play a crucial role in maintaining and influencing our statutory links with the Drinking Water Inspectorate (DWI).
Your primary responsibility will be to investigate performance and provide regulatory reports relating to water quality events, compliance data, technical audits, and consumer complaints to the DWI. You will also be responsible for minimizing the risk of enforcement action by positively articulating the measures being taken to prevent a recurrence of any breaches of the Water Supply (Water Quality) Regulations.
Key Responsibilities- Maintain and influence advantageously the Company's day-to-day statutory links and reputation with the DWI.
- Investigate performance and provide regulatory reports relating to water quality events, compliance data, technical audits, and consumer complaints to the DWI.
- Minimise the risk of enforcement action by positively articulating the measures that are being taken to prevent a recurrence of any breaches of the Water Supply (Water Quality) Regulations.
- Measure, monitor, and report regulatory compliance.
- Advise the Company of areas of potential concern with DWI.
- Monitor and report on written commitments given to the DWI.
- Ensure that the Company meets the reporting requirements set out in the Water Supply (Water Quality) Regulations and Water Undertakers (Information) Direction.
- Evaluate the circumstances surrounding drinking water quality incidents and ensure that the appropriate regulatory response is made in a timely fashion.
- Regular weekly contact (sometimes daily during incidents) with DWI Inspectors.
- Co-ordinate DWI technical audits and evaluate and respond to DWI audit reports to minimise the number of remedial actions enforced upon the Company.
- Assess the status of water quality compliance and report monthly to Senior Manager, Directors, and Board Members.
- Act as Company subject matter expert on areas of the Water Supply (Water Quality) Regulations.
- Identify potential regulatory risks for drinking water and bring to the attention of the relevant parts of the business to secure their support for mitigation.
- Provide technical support and anticipate and suggest how to minimise risks to the Company from enforcement actions made or threatened by DWI.
- Negotiate with DWI to gain acceptance for Company action plans arising from the threat of enforcement and prosecution by the DWI.
- Monitor and evaluate how changes to drinking water legislation affect the Company's current and future water quality performance.
- Advise the business on legislative and regulatory issues impacting on operations.
- Provide regulatory information, technical expertise, and support to the Drinking Water Regulation Manager and Board Level contact with DWI.
- Requirement to participate in an out of hours rota following training.
- The team is committed to a programme of continuous professional development so accreditation or willingness to gain accreditation from a suitable professional body is encouraged.
- Graduate in a scientific or other appropriate discipline or with suitable water industry experience.
- Strong communication and presentation skills as the role will require frequent interaction with the DWI.
- Highly numerate with a high level of competence in problem-solving, analytical reasoning, planning, influencing, negotiating, and strategic thinking.
- Ability to take a pragmatic approach to planning and problem resolution is essential.
- Ability to manage a varied and high workload to meet challenging Company and regulatory deadlines.
- Source to tap water supply knowledge (in particular water quality measures, standards, and associated Regulations).
- Competent across a broad range of computing skills.
