Job Summary

The Cabinet Office is seeking a highly skilled Counter Fraud Lead to manage the end-to-end counter-fraud framework, including internal fraud investigations, fraud risk assessment, and detection and prevention mechanisms. This role will report to the board member accountable for fraud and the department's audit and risk committee.

Key Responsibilities
  • Conduct thorough fraud investigations, produce final reports, and follow up on recommendations.
  • Develop and maintain the counter-fraud policy, strategy, and response plan to ensure they remain up-to-date and effective.
  • Provide expert advice and support to colleagues on counter-fraud matters, seeking guidance from the Public Sector Fraud Authority as needed.
  • Manage and analyze the quarterly internal fraud risk register, identifying and mitigating risks through effective treatments.
  • Utilize corporate data to detect and prevent fraud, error, bribery, and corruption, participating in the National Fraud Initiative and conducting Fraud Measurement exercises.
  • Support Business Units in conducting Initial Fraud Impact Assessments and Fraud Risk Assessments as required.
  • Monitor and report key performance indicators, including counter-fraud target updates, using fraud and error figures quarterly.
  • Oversee a regular fraud reporting process, providing updates to the Public Sector Fraud Authority, the audit and risk committee, and the Accounting Officer on a quarterly basis.
  • Embed the counter-fraud strategy across the Cabinet Office and its agencies, working closely with the Public Sector Fraud Authority and the Assurance, Finance, and Controls team to improve prevention and detection activities.
  • Ensure compliance with the GovS 13: Counter Fraud functional standard and drive incremental improvements by aligning with best practice.
  • Act as a champion and advocate for the Counter Fraud profession, developing and maintaining stakeholder relationships both internally and externally.
Requirements
  • Relevant qualifications or experience working in a counter-fraud role.
  • Membership of the Government Counter Fraud Profession or willingness to work towards becoming a member.
  • Experience leading fraud investigations.
  • Strong analytical and communication skills, with the ability to consolidate and analyze large datasets and present findings effectively.
  • Well-developed relationship management skills, with the ability to engage with stakeholders at all levels and influence senior leaders.
  • Strong team working skills, with the ability to motivate change and drive an agenda.
  • Able to horizon scan and assess risks and impacts, identifying actions and solutions to resolve problems.
