The Counter Fraud Compliance and Debt (CFCD) division is an integral part of DWP.

CFCD uniquely possesses comprehensive oversight of all facets of Fraud, Error, and Debt, encompassing policy formulation, analytical work, and investigative processes, including legal proceedings.
Role Responsibilities
These positions are located within the Operational Intelligence Service (OIS), a segment of the CFCD Directorate.
The Operational Intelligence Service leverages legislative authority and legal frameworks to acquire external data and evidence that bolster the investigative efforts of CFCD.
Multiple roles are available for Intelligence Officers, encompassing tasks such as intelligence collection, data disclosure, and specialized document analysis.
These positions are crucial in enhancing numerous criminal investigations, conducting open-source research, and collecting essential intelligence from sensitive external data sources on behalf of criminal investigators. This intelligence enables the pursuit of appropriate actions in cases of benefit fraud, attempted fraud, or misuse of the National Insurance number system.
OIS is a prominent division within the organization, ensuring the protection of citizens' identities through rigorous identity verification processes utilizing specialized equipment and trained document experts, thereby preventing fraud from entering the benefits system.
As an OIS Officer, you will receive tailored training and ongoing support, with a focus on specialized document analysis and the legal powers associated with intelligence gathering. This training will empower you to make requests that are lawful, justified, proportionate, and necessary to comply with legal standards. The critical intelligence you gather will be indispensable for investigators, informing interviews under caution and subsequent legal actions.
Successful candidates can expect to engage in a variety of the following responsibilities, which will vary based on the specific area of assignment:
- Analyze all suspect documents referred for further scrutiny by the Document Examination Team or other governmental bodies, regardless of their origin.
- Compile arrest packages concerning suspect documents for investigation and prepare cases where original documents are unavailable.
- Authenticate digital documents submitted online.
- Provide intelligence on suspect documents and individuals to investigators prior to investigations and generate intelligence reports for other governmental entities, including the Home Office and law enforcement agencies.
- Identify and report trends related to suspects and suspect documents utilizing all available intelligence and resources.
- Issue alerts regarding documents or suspects as necessary to assist DWP personnel conducting identity verification interviews.
- Collaborate with the Home Office, investigative bodies, and law enforcement agencies.
- Utilize the Data Validation Application (DVA) system to provide images for surveillance purposes.
- Deliver Document Awareness Training to DWP staff involved in identity verification interviews.
- Conduct Open Source Intelligence Gathering in accordance with established procedures and guidelines, ensuring compliance with the Home Office Surveillance Code of Practice and General Data Protection Regulations (GDPR).
- Make informed decisions in alignment with legislation and effectively communicate those decisions.
- Accurately document the progress of information and securely provide an intelligence package containing relevant data to the requester.
- Prepare witness statements and attend court as required.
- Travel to various DWP locations for training or to conduct awareness sessions for colleagues as needed.

Failure to maintain GCFP membership at the Practitioner level may result in DWP seeking an alternative role for the individual.
