Job Description

As the department's counter fraud lead, this post will manage the end-to-end counter-fraud framework, which includes managing internal fraud investigations, leading on the department's fraud risk assessment, maturing detection and prevention mechanisms, driving forward improvement actions, and reporting.

The role will report to the board member accountable for fraud and to the department's audit and risk committee (COARC). The role will also be the department's interface with the Public Sector Fraud Authority (PSFA).

Key Responsibilities:

  • Conducting fraud investigations and producing final reports, following up on recommendations, and conducting assurance of actions reviews. Where applicable, managing investigations being conducted by partner organizations.
  • Owning the counter fraud policy, strategy, and response plan to ensure they remain fit for purpose and up to date.
  • Providing bespoke counter fraud advice and support to colleagues across CO, seeking advice from the Public Sector Fraud Authority (PSFA) as appropriate.
  • Managing and analyzing the quarterly internal fraud risk register and taking action to drive down risks through effective treatments.
  • Utilizing corporate data to detect and prevent fraud, error, bribery, and corruption. Managing participation in the National Fraud Initiative (NFI) and carrying out Fraud Measurement exercises.
  • Supporting Business Units to carry out Initial Fraud Impact Assessments (IFIAs) and Fraud Risk Assessments (FRAs) when required.
  • Monitoring and reporting key performance indicators, including counter fraud target updates using fraud and error figures quarterly to the PSFA.
  • Overseeing a regular fraud reporting process, providing updates to the PSFA, COARC, and the Accounting Officer on a quarterly basis.
  • Embedding the counter fraud strategy across CO and its agencies, working closely with the PSFA and the wider Assurance, Finance, and Controls team to improve prevention and detection activities across CO and ensure best practice.
  • Ensuring compliance to the GovS 13: Counter Fraud functional standard and deliver incremental improvements by aligning with best practice.
  • Acting as the champion and advocate for the Counter Fraud profession.
  • Developing and continuing stakeholder relationships both internally and externally with Cabinet Office business units, Cabinet Office Arms Length Bodies, and the PSFA.
