Job Overview

The Security and Risk Manager will be responsible for delivering a secure environment for East Lancashire Hospitals NHS Trust staff and patients, ensuring the highest standards of clinical care are maintained.

This role will provide leadership and management in all aspects of security, working across all sites and collaborating with Governance and Risk Management Committees.

Main Duties
  1. Provide specialist advice and support on corporate security policy, strategy, risk, governance, and development.
  2. Lead the implementation and management of Security Management Policies, Lone Working Policy, and Zero Tolerance Policy.
  3. Review and update policies, procedures, and work instructions as required.
  4. Investigate and resolve complaints, adverse incidents, and untoward incidents in a timely manner.
  5. Ensure the security service provides the highest quality of service during Major incidents, Internal incidents, and High security risk incidents.
  6. Liaise with external agencies, including the Police, crime prevention bodies, and MIAA Local Anti-Fraud Specialist.
  7. Maintain comprehensive records and monitor security and violence, abuse, and harassment related incidents.
  8. Investigate breaches of security and provide advice on improvements.
  9. Conduct security site surveys and provide recommendations to increase security provision.
  10. Manage and develop the security infrastructure, including CCTV, access control, intruder, and panic alarm systems.

Detailed Job Description and Main Responsibilities
  1. Produce and review Security Policies, Procedures, and Guidance.
  2. Support the compilation of ward and department security protocols.
  3. Determine and undertake an extensive security audit programme across all Trust assets.
  4. Plan and conduct annual security audits of wards, departments, and determine areas at higher risk.
  5. Be a dynamic member of Division, Trust, and external groups and committees as the Trust's LSMS/ASMS or equivalent.
  6. Actively encourage collaborative working between internal and external stakeholders, including the Police and contracted in Security Services.
  7. Produce detailed analysis of security and violence, abuse, and harassment data, identifying themes and trends.
  8. Prepare statistical monthly security performance reports for Divisional and Organisational Committees and Groups.
  9. Produce or contribute to reports for all relevant committees and groups as required.
  10. Monitor and maintain the Trust Security website.
  11. Ensure security management within Estates and Facilities functions are adequate and provide action plans as required.
  12. Support clinical and non-clinical services in delivering secure working environments.
  13. Ensure all security issue resolution is patient and staff focused.
  14. Attend National and Regional Networking and Benchmarking Groups and support the dissemination of outcomes and learning across the organisation.
  15. Promote good relations through strong communicative management and robust reporting mechanisms.
  16. Provide specialist security advice directly to Trust colleagues as required.
  17. Support staff in reporting violence, abuse, and harassment incidents to the Police.
  18. Manage the Trust Unacceptable Behaviour/Behaviour Agreement processes and the Trust Zero Tolerance Policy.
  19. Maintain information systems, providing written reports and sharing information with the Director and Deputy Director of Estates and Facilities.
  20. Contribute to the achievement of Estates and Facilities business.
  21. Oversee the Trust's Losses and Compensations process, investigating claims and working collaboratively with the Trust Legal Team and NHS-Resolutions.
  22. Prepare reports on security and crime-related issues for submission to the Director of Estates & Facilities and the Trust Board.
