About The Service

The ICT Service is a key component of the Council's Customer and Digital Services Directorate, responsible for providing high-quality IT systems, support, and maintenance across the organization. Its primary functions include:

  • Providing strategic advice and guidance to service areas and directorates

The ICT Service consists of several functions, including the Service Desk, Enterprise Systems and Data teams, ICT Services teams, Security and Compliance, and Enterprise Architecture.

About the Job

The ICT Project Relationship Officer will be responsible for leading and coordinating the ICT infrastructure design and delivery for new school builds, asset renewal programs, and other school building projects. This role will involve managing effective relationships between the Council's Schools Organizational Planning teams and ICT teams to ensure the successful delivery of ICT services to new school buildings and the development, expansion, and improvements to existing schools across Cardiff.

The successful candidate will have a proven track record of project management, experience in creating and presenting business proposals, and knowledge of ICT procurement and financial resource management. They will also have the ability to foster positive engagements with customers and suppliers, analyze incidents of dissatisfaction, and take appropriate steps to turn the situation around.

Main Duties and Responsibilities
  • Lead and coordinate the ICT infrastructure design and delivery for new school builds, asset renewal programs, and other school building projects
  • Manage effective relationships between the Council's Schools Organizational Planning teams and ICT teams
  • Work closely with schools, staff, and stakeholders to deliver ICT services to school building projects
  • Negotiate, procure, and manage external consultants and contractors
  • Provide advice, guidance, and support in the planning phases of projects
  • Monitor, guide, and support teams throughout the project lifecycle
  • Negotiate and review internal and external agreements
  • Manage relationships and contracts with suppliers
  • Develop the ICT Service provision to schools
  • Work with the Technical Infrastructure Manager and the wider Schools ICT Support Service
  • Work with the Council's Education and Lifelong Learning Service at a strategic level

  • Experience in creation, implementation, and monitoring of service level agreements
  • Proven track record of project management
