Job Summary

We are seeking a highly experienced and skilled professional to join our team as a Head of Commercial and Contract Management. As a key member of our regional leadership team, you will be responsible for leading the development and implementation of regional commissioning strategies, managing key external relationships, and overseeing the management of regional contracts and grants.

Key Responsibilities
  • Develop and implement regional commissioning strategies that are evidence-based, account for service user and local needs, and offer adequate provision across the region.
  • Manage key external relationships with the voluntary and private sector markets and wider partners to ensure relationships are established, maintained, and enhanced at a local and regional level.
  • Oversee the management of regional contracts and grants, ensuring that effective and appropriate supplier oversight arrangements are in place, services are meeting agreed expectations, and delivery across suppliers and/or local areas are integrated.
  • Lead the development of service user involvement in the commissioning of services and ensure that regional commissioning strategies influence, inform, and align with national and wider community safety and criminal justice priorities.
  • Accountable for the Regional Outcomes and Innovation Fund budget and ensuring its use on initiatives to tackle cross-cutting social outcomes that are key to reducing reoffending and complement the wider landscape of services that sit alongside probation.
Requirements
  • Significant experience in contract or performance management and/or service development and commissioning in a community safety or criminal justice, social care or health care setting.
  • Experience of senior management in a community safety or criminal justice, social care or health care setting.
  • Excellent understanding of contract management and government procurement processes, including experience of commercial discussions and negotiations with contractors around day-to-day contract delivery, change proposals, and application of contract levers.
  • Experience of leading the development and implementation of new and innovative ways of working to improve outcomes for service users.
  • Significant experience of relationship management at a senior level.
  • Experience of strategy and planning and setting strategic direction.
  • Experience of project management.
  • Significant experience of managing staff, including supervision, appraisal, and coaching.
  • Experience of senior management in probation.
  • Experience in both contract or performance management and service development and commissioning in probation.
