The Head of Planning is responsible for leading and managing the planning function for the East Midlands region, ensuring that best practices are followed, costs are controlled, and revenue generation and contribution to company operating profit are maximised.
Key Responsibilities
Regional Planning Management
- Lead the effective management of the East Midlands region's planning function.
- Ensure best practices are implemented, operational costs are controlled, and the region maximises revenue generation and profit contribution.
- Responsible for securing planning consents to meet agreed target dates, ensuring project timelines align with company objectives.
Team Leadership and Development
- Direct management of the East Midlands regional Planning team, including mentoring, guidance, undertaking performance appraisals and recruitment.
- Promote a high-performance culture, ensuring professional development and motivation of the planning team members.
Planning Appraisals and Risk Management
- Undertake detailed planning appraisals of potential development sites, identify risks, and make recommendations regarding the prospects of obtaining planning permission and the likely timeframes.
- Ensure all development opportunities are thoroughly assessed, and potential obstacles are anticipated.
Applications and Appeals
- Prepare and manage planning applications and appeals for residential-led developments of varying scales, ensuring that submissions are of high quality and compliant with planning policies.
- Engage in negotiations with officers, local community groups, and other stakeholders throughout the application process, attending meetings where required.
Policy Representation and Strategic Influence
- Prepare information and evidence for Local Plan and Neighbourhood Plan processes and manage the preparation and submission of major and minor planning applications.
- Ensure the effective promotion of land through policy representation, attending Local Plan consultations and Examinations as necessary.
Cross-Departmental Collaboration
- Collaborate closely with the Land and Technical teams to maximise contributions from all planning allocations or approvals.
- Partner with planning authorities, surveyors, engineers, architects, and other project teams to ensure cohesive planning and development strategies.
Monitoring Policy and Legislative Changes
- Monitor changes in planning policy, legislation, and regulation.
- Provide advice on how these changes may influence planning strategies and investment decisions of the Company.
Forward Planning, Forecasting, and Contingency
- Develop and enhance the accuracy of forward planning and project forecasting.
- Create, maintain, and review programmes of work, including contingency planning to address potential changes in timeframes.
Reporting and Stakeholder Engagement
- Prepare, analyse, and present progress reports to senior management, ensuring transparency and alignment with company objectives.
- Attend project and department meetings as required, including those held at locations outside the workplace.
- Be responsible for the organisation of public exhibitions, and act as the key point of contact for Parish Councils and other community interest bodies.
Requirements
- Degree in Town Planning, Urban Planning, or related field.
- Full Royal Town Planning Institute (RTPI) membership (or equivalent).
- Extensive experience in residential/mixed-use planning, ideally in housebuilding or consultancy.
- Proven experience managing teams, mentoring, and conducting appraisals.
- Strong knowledge of planning law, policy frameworks, and application processes.
- Skilled in engaging with local authorities, stakeholders, and negotiating planning approvals.
- Excellent verbal/written communication for reports, presentations, and external liaison.
- Strong organisational skills to manage multiple projects and ensure compliance.
- Ability to work collaboratively, lead teams, and align with company values (Trust, Teamwork, Kindness, Passion).
- Full driving licence and vehicle access for business travel.
