About the Role

The Health Research Authority (HRA) is seeking a highly skilled and experienced professional to lead our Approvals Service directorate. As the Head of Approvals Support and Improvement, you will be responsible for facilitating core regulatory services and coordinating quality and continuous improvement activities.

Key Responsibilities
  • Recruit and support Research Ethics Committee (REC) and Confidentiality Advisory Group (CAG) members in England.
  • Co-produce learning opportunities and materials, as well as planned and ad-hoc communication and engagement with the membership.
  • Lead business and improvement activities in the directorate, with dedicated staff managing an active portfolio of continuous improvement, quality assurance, and overseeing business planning and financial management across multiple teams.
  • Lead involvement in operational policy for research ethics committees and coordinate our input to the UK-wide framework for research ethics, working closely with colleagues in Devolved Administrations.
  • Work closely with chairs of the committees, as well as providing leadership in the special and valuable relationship we have with volunteers who deliver a significant proportion of the HRA's work, ensuring that members are supported, while agreed practices are upheld.
About the Team

The Approvals Service directorate is responsible for delivering HRA Approval, supporting the Confidentiality Advisory Group, and advising on the use of confidential patient information without consent. We work to refine the systems and processes researchers need to follow to ensure a swift, robust, and simple experience. Our team provides guidance to applicants, training, and works collaboratively with external partners to improve the research environment.

Person Specification
  • Appropriate Masters qualification plus a management qualification, or extensive experience in a relevant field.
  • Evidence of continuous professional development.
  • Experience of risk management and understanding of quality assurance.
  • Budget management experience across several budget lines and experience of driving efficiencies through process redesign.
  • Experience of planning and delivering complex projects, involving multiple agencies and a broad range of activities, to tight deadlines.
  • Experience in developing services with volunteers.
  • Willingness to travel to locations other than contracted base as and when required by the project, as well as overnight stays.
  • Detailed knowledge of national systems, structures, and processes for supporting health research (industry and academic sponsored) in the NHS.
  • Expert knowledge of NHS research management or research ethics administration.
  • Knowledge of continuous improvement methods.
  • Experience in people management and leadership that empower and develop teams to achieve the highest performance.
  • Ability to challenge and influence at senior management/director level, communicating contentious information within environments of major change.
  • Excellent verbal, written, and presentation communication skills.
  • Excellent conflict management, negotiation, and problem-solving skills.
  • Able to think strategically and analytically, and understand internal and external politics and their impacts on the organisation.
  • Excellent stakeholder management and relationship building and influencing skills that facilitate delivery in a large-scale environment.
  • Knowledge and insight into the role of volunteers in statutory organisations.
