Deputy Head of Financial Services Manager

We are seeking a highly skilled and experienced Deputy Head of Financial Services to join our team at Queen Victoria Hospital NHS Foundation Trust. As a senior member of the Finance team, you will be responsible for the management and performance of the Financial Services department.
Key Responsibilities- Manage and provide effective leadership to all areas of financial services, including monthly reporting, technical accounting, treasury management, accounts payable, capital, and charity.
- Plan and organise services within financial services to ensure effective delivery and value for money.
- Formulate plans to respond to changes in services and/or financial regime that may impact on the department and Trust.
- Ensure existing Trust and national policies are implemented effectively and monitor compliance.
- Manage and develop information systems to provide accurate and timely information.
- Deputise for the Head of Financial Services as and when required.
- Support in the production of the Trust's statutory financial accounts and supporting information to accepted standards and within the NHS deadlines.
- Liaise with NHS Improvement, the Department of Health, and other agencies as appropriate.
- Ensure the Trust's statutory accounts and relevant Board representations are presented and approved by the Trust Board and/or Audit Committee.
- Monitor, report, and advise on the borrowing, investment, and cash requirements of the Trust.
- Manage the Trust's bank accounts and oversee the production of regular cash flow reports and forecasts.
- Ensure income due to the Trust is collected and accounted for correctly.
- Ensure systems are in place to make payments to suppliers and others to comply with accepted standards.
- Produce regular reports monitoring the performance of the accounts payable and Shared Service functions.
- Liaise with leads for Estates, IT, and all Care Groups to support the management of the capital programme.
- Manage the Trust's capital asset register and ensure all capital assets are accounted for correctly.
- Support and advise the trustees of the Trust's charity, ensuring compliance with relevant legislation and good practice.
- Complete the charitable funds and produce group accounts where applicable as part of the annual account process.
Qualifications
Essential
- Educated to Masters degree level or able to demonstrate specialist knowledge within this field through practical experience.
- Qualified accountant through a recognised CCAB or equivalent professional body.

- Significant post-qualification experience.
Experience

- Substantial experience working within a finance department with managerial responsibilities.
- Previous experience of leading production of annual accounts and agreement of balances process.
- Experience of interpreting and working with Audit recommendations.
Desirable
- NHS acute sector experience.
- Use of Oracle financials.
Knowledge
Essential
- Highly developed specialist/expert knowledge of financial and accounting procedures, financial and other aspects of legislation, and NHS finance policies.
- An in-depth knowledge of the NHS finances, National Tariff Payment System, and associated financial guidance that supports this.
