Job Summary:

We are seeking a highly skilled and experienced Learning and Development Specialist to join our team at Devon County Council. As a key member of our Corporate Learning and Development team, you will play a critical role in shaping the strategic direction of our learning and development offer.

Key Responsibilities:

  • Design, deliver, and lead on programs of learning to enhance the skills and capabilities of our employees.
  • Line management responsibility of up to two Learning and Development Advisers.
  • Lead on specific projects within the team, such as leadership and management training, mandatory training, equality and diversity, safeguarding, career pathways, and quality improvement.
  • Identify workforce development needs, develop and implement workforce development plans, evaluate impact, and measure effectiveness.
  • Collaborate with stakeholders to ensure our learning and development offer aligns with organizational values, national strategy, and best practice.

Requirements:

  • Proven experience in delivering practical workforce development solutions.
  • Outstanding project management and prioritization skills.
  • Able to work to tight deadlines and deal with ever-changing demands.
  • Excellent communication skills, particularly the ability to manage demanding and challenging discussions sensitively and effectively.
  • Experience in learning and development, including identifying workforce development needs, developing and implementing workforce development plans, evaluating impact, and measuring effectiveness.
