Job Summary:

We are seeking a highly skilled Procurement Specialist to join our team at the Commonwealth of Virginia. As a key member of our procurement team, you will be responsible for ensuring the effective and efficient operation of procurement and retail associated services.

Key Responsibilities:

  • Develop and administer formal solicitations, including Invitations for Bids (IFBs) and Requests for Proposals (RFPs), in accordance with the Virginia Public Procurement Act and Agency Procurement Manual.
  • Develop contracts, sole source determinations, and advise departments on the writing and development of specifications, scope of work, and scope of services.
  • Negotiate contracts, draft contracts to reflect negotiations, and work with contract administration department and university attorneys on contract revisions.
  • Communicate with vendors and monitor contracts, track contract end dates, change orders, modifications, and renewal contracts.
  • Administer terminations and Dispute Resolution, including meeting with vendors and contract administrators to determine resolution on disputes regarding contracts.
  • Provide customer service to internal and external customers through daily advice and guidance.
  • Maintain electronic records of term contracts and contract renewals.
  • Verify and approve procurements in the eVA, and Contract Database or other University electronic system(s).
  • Ensure that procurement actions are in line with the Virginia Public Procurement Act and associated regulations.

Requirements:

  • Associates/Bachelor's Degree with coursework in business, procurement, or related field.
  • Four to five years of procurement experience in a public sector environment, or an equivalent combination of training and experience.
  • Supervisory experience of procurement staff preferred.
  • Certified Public Buyer (CPPB) or the ability to obtain within two years of employment.
  • Virginia Contracting Officer (VCO) certification preferred or the ability to obtain within one year of employment.
