Position Overview

The Procurement Division is seeking a detail-oriented, customer-centric, and proactive Senior Procurement Specialist with exceptional communication and negotiation abilities to become a vital member of our collaborative team.

As part of a dedicated Procurement Division, you will be responsible for negotiating and overseeing the entire contracting process through various agreements and frameworks for the supply of goods and services to Derbyshire Community Health Services NHSFT. Your role will involve demonstrating a thorough understanding of procedural routes to ensure effective and compliant practices. You will focus on maximizing savings and minimizing risks through strategic market approaches, tenders, and contract negotiations.

Your responsibilities will include assisting the Contracts Manager in delivering contracts that are robust, legally binding, and cost-effective. You will ensure that Derbyshire Community Health Services NHSFT can demonstrate to stakeholders that it achieves optimal value for money on its contracted non-pay expenditures through rigorous internal and external audits.

A solid understanding of public procurement regulations and legislation, including PCR2015 and the forthcoming Procurement Act, is essential to ensure compliance with these regulations as well as our Standing Financial Instructions.

Key Responsibilities

- Deliver a high-quality, comprehensive, proactive, and efficient procurement service, emphasizing the development of compliant and suitable contracts that demonstrate value for money and generate savings in line with cost efficiency targets.

- Act as a deputy for the Contracts Manager when necessary. You will share the responsibility for managing complex and high-value procurements and associated contract negotiations on behalf of the organization. Additionally, you will collaborate with other procurement and contracting authorities and multi-trust groups as required. Lead procurement work streams as designated by the Contracts Manager or Head of Procurement.

Our mission is to provide community health services to a diverse patient population exceeding one million individuals in Derbyshire and Derby, as part of Joined Up Care Derbyshire.

We employ approximately 4,200 dedicated staff members who care for patients across 11 community hospitals and over 30 health centers, as well as in clinics, GP practices, schools, care homes, and increasingly, in patients' homes and through virtual consultations.

Job Requirements

Education, Qualifications, and Training

Essential

  • GCSE 'A' level or equivalent qualification.
  • Achieved or currently pursuing the Chartered Institute of Procurement and Supply's Professional Diploma with a minimum level 4 qualification.
  • Evidence of ongoing professional development.
  • Willingness to engage in further relevant studies.

Desirable

  • Experience and skills in Project Management.

Experience and Knowledge Required

Essential

  • Extensive experience in purchasing and contracting.
  • In-depth knowledge of public sector procurement and contracting, including current and upcoming public sector procurement directives and legislation.
  • Proficiency in using e-tendering systems (preferably Atamis).
  • Independent capability to produce specifications, quotations, tenders, and evaluation criteria in accordance with Trust Standing Financial Instructions and public sector procurement regulations.
  • Experience with a fully integrated P2P system and internet usage.
  • Ability to analyze information, interpret data, and present it clearly and comprehensively to a multidisciplinary audience.

Desirable

  • Previous experience within the NHS.
  • Knowledge of health-related products and services.
