The Procurement Department at Derbyshire Community Health Services NHSFT is seeking a customer-focused, methodical, and enthusiastic procurement specialist with excellent communication and negotiation skills to join our team.
Main ResponsibilitiesAs a procurement specialist, you will be part of a dedicated procurement team responsible for negotiating and managing the contracting process end-to-end through various contracts and framework agreements for the provision of goods and services to the Trust.
You will be responsible for assisting the Contracts Manager in delivering contracts that are robust, free from risk, legally binding, and cost-efficient, effective, and on time.
Key duties include:
- Providing a high-quality, comprehensive, proactive, efficient, and responsive procurement service.
- Supporting the delivery of compliant and fit-for-purpose contracts, showing value for money, and generating savings for the Trust in accordance with cost efficiency targets.
- Deputising for the Contracts Manager as appropriate and undertaking complex and high-value procurements and associated contract negotiations on behalf of the Trust.
- Liaising with other procurement and contracting authorities and other multi-trust groups as appropriate.
- Leading procurement work streams as identified and allocated by the Contracts Manager or Head of Procurement.
Derbyshire Community Health Services NHSFT provides community health services to a patient population of over one million people in Derbyshire and Derby, as part of Joined Up Care Derbyshire.
We employ around 4,200 substantive staff, caring for patients in 11 community hospitals and more than 30 health centres, as well as in clinics, GP practices, schools, care homes, and increasingly, in people's own homes and via virtual consultations.
RequirementsTo be successful in this role, you will need:
- GCSE 'A' level or equivalent qualification.
- Achieved or working towards the Chartered Institute of Procurement and Supply's Professional Diploma with a current minimum level 4 qualification.
- Evidence of continual professional development.
- Willingness to undertake further appropriate study.
- Extensive purchasing/contracting experience.
- In-depth knowledge of public sector procurement and contracting, including current and incoming public sector procurement directives and legislation.
- Proficient in the use of e-tendering systems (ideally Atamis).
- Independent ability to produce specifications, quotations, tenders, evaluation criteria, in accordance with Trust Standing Financial Instructions and public sector procurement regulations.
- Experience of a fully integrated P2P system and use of the Internet.
- Ability to analyse information, interpret data, and present in a clear, comprehensive format for a multi-disciplinary audience.
