About the Role

The successful candidate will be responsible for leading the Licensing Services team at South Gloucestershire Council. This is a key role in ensuring the effective delivery of licensing services, including alcohol licenses, gambling premises, and the licensing of taxi and private hire drivers and vehicles.

Key Responsibilities

  • Develop and implement effective licensing services, ensuring compliance with relevant legislation and policy.
  • Manage a team of approximately 15 staff, providing guidance and support to ensure high-quality services.
  • Develop and produce an annual service plan for licensing services, identifying new challenges and setting priorities for performance indicators and statutory returns.
  • Monitor and review progress against policy, plans, and targets, ensuring accountability for the achievement of agreed outcomes.
  • Prepare and submit reports to Regulatory Committees, Cabinet, and other council meetings to inform effective decision-making.
  • Collaborate with partners, including Avon and Somerset Police, Police, Crime Commissioner, and Avon Fire and Rescue, to deliver on licensing objectives.
  • Manage and control the budget and service delivery for the licensing service, including the determination of annual fees and charges.

Requirements

  • Education to degree level or equivalent professional qualification.
  • Substantial relevant experience in licensing, including knowledge of licensing service processes, policy, and procedures.
  • Ability to ensure a consistent customer-driven service delivery, with high professional standards.
  • Leadership experience, with the ability to manage and develop a large team.
  • Experience of developing and maintaining complex partnerships and stakeholder management skills.
  • Ability to influence decisions and build relationships.
