Licensing Services Lead Role

As the Licensing Services Lead at South Gloucestershire Council, you will be responsible for overseeing the delivery of effective and responsive licensing services. You will manage a team of approximately 15 staff, with 3 direct reports, and be accountable for the achievement of agreed outcomes.

Main Responsibilities

  1. Deliver a range of services through the management of your team, providing expert advice on new areas of work, new legislation guidance, and income generation that supports the Council Plan and promotes the licensing objectives.
  2. Manage a team of approximately 15 staff, with 3 direct reports, providing a high level of support and challenge to operational staff to ensure high-quality services, promoting personal development and succession planning alongside individual wellbeing.
  3. Develop and produce an annual service plan for licensing services, identify new challenges, set priorities, performance indicators, and statutory returns, and develop the licensing service team.
  4. Monitor and review progress against policy, plans, and targets, and be accountable for the achievement of agreed outcomes.
  5. Prepare and submit reports to Regulatory Committees, Cabinet, and other council meetings to enable effective decisions to be made in the best long-term interests of the council.
  6. Ensure a collaborative and productive working relationship with partners and internal colleagues to deliver on the licensing objectives of prevention of crime and disorder, public safety, prevention of nuisance, and protection of children.
  7. Manage and control the budget and service delivery for the licensing service, including the determination of annual fees and charges for the licensing services provided.

Requirements

  • Education to degree level or equivalent professional qualification.
  • Substantial relevant experience in licensing.
  • Significant knowledge and expertise in licensing service processes, policy, and procedures, as well as working in a service delivery environment and relevant national policy, guidance, and legislation.
  • Ability to ensure a consistent customer-driven service delivery, with high professional standards, undertake continuous improvement, and create a positive and trusted reputation.
  • Leadership experience, with the ability to manage and develop a large team, passionate about developing people, and the ability to lead work priorities to meet customer satisfaction and legislative requirements.
  • Experience of developing and maintaining complex partnerships and proven stakeholder management skills with the ability to influence decisions and build relationships.
  • Experience of managing, implementing, and coordinating large complex projects, policy development, and the achievement of operational plans to support the delivery of services and ensure that the required standards are met.
  • Knowledge of delivering against equality, diversity, and inclusion objectives within service areas.
