KEY AREAS OF RESPONSIBILITY

A. Oversight and Monitoring

  • Design and refine Monitoring Checklists for program activities, ensuring they are accessible in local languages as necessary.
  • Enhance the capabilities of program staff in utilizing M&E formats, templates, and data collection tools, including Output Trackers and Indicator Performance Tracking Tables.
  • Conduct regular field visits to assess program activities against established Quality Benchmarks and Quality Checklists, generating and disseminating reports to relevant program and management teams based on findings.
  • Assist program personnel in fostering collaborative planning and monitoring efforts with stakeholders.
  • Support the Head of MEAL and Program Manager in executing situational analysis studies.
  • Contribute to the enhancement of program design by reviewing log-frames, results frameworks, project plans, strategic plans, and MEAL Plans.
  • Provide technical assistance in the formulation of MEAL plans.
  • Offer expertise in conducting baseline studies.
  • Deliver technical support in the collection and analysis of quality data against performance indicators and targets on a regular basis.
  • Facilitate Total Reach and Global indicators reporting.
  • Ensure the integrity of reporting data through periodic verification from various sources.
  • Evaluate adherence to the Detailed Implementation Plan during staff meetings.
  • Conduct follow-up monitoring visits to ensure the execution of agreed action plans and maintain a 'Monitoring-Action Plan Tracker' at the field level.
  • Maintain close collaboration with the Head of MEAL regarding Quality and Accountability matters, sharing all relevant information with the MEAL Manager and Field Manager.

B. Evaluation

  • Assist the Head of MEAL and Program Manager in all formative and operational research initiatives.
  • Support the evaluation team during periodic assessments of project interventions at the field level as needed.
  • Assist in the preparation and execution of baseline studies.
  • Ensure the production of quality case studies through collaboration with the program team.

C. Accountability

  • Establish a functional system for handling complaints and feedback at the community level, with support from the MEAL Assistant.
  • Ensure that the Complaint Feedback Mechanism (CFM) is operational and accessible to beneficiaries.
  • Conduct regular trend analyses of complaints at the organizational level and share insights with the program team as per established protocols.
  • Assist the Head of MEAL in preparing preliminary verification reports for serious complaints and support investigations as per CFM protocols.
  • Ensure timely adherence to action plans agreed upon in CFM discussions by the program team.
  • Share information on quality and accountability issues, including monitoring reports and CFM data, during monthly meetings.
  • Ensure compliance with CFM guidelines among all staff within partner organizations.

D. Learning

  • Assist the Head of MEAL and Program Manager in developing comprehensive reports and findings.
  • Generate periodic reports and document key learnings from the MEAL system.
  • Ensure that key learnings are integrated into future plans and interventions.

  • Foster and maintain effective relationships with all team members, colleagues, external partners, supporters, and stakeholders.

Reporting

  • Compile and share MEAL reports on a monthly, quarterly, half-yearly, and annual basis with the Head of MEAL and program team through appropriate channels.
  • Ensure timely recording and updating of all data related to the MEAL action plan tracker and CFM database.
  • Coordinate closely with all staff to report on registered complaints, their resolution processes, and other MEAL-related issues.
  • Assist the Head of MEAL in generating high-quality MEAL reports.
  • Be prepared to assume additional responsibilities during significant emergencies as required by the organization.
  • Perform any other tasks assigned by the line manager.

QUALIFICATIONS

Bachelor's degree in social sciences (public health, education, development, or information technology).

EXPERIENCE AND SKILLS

Essential:

  • Minimum of 2 years of experience in monitoring and evaluation or research, with at least 1 year in an officer-level role, preferably with INGOs.
  • Trained in data management with at least one year of experience in Excel and database management.
  • Familiarity with project frameworks, including design, implementation, and M&E cycles.
  • Experience in quantitative and qualitative data collection and analysis.
  • Commitment to the vision, mission, and values of the organization.
  • Enthusiastic, motivated, self-confident, and proactive in problem-solving.
  • Excellent interpersonal skills and ability to work effectively in a team.
