KEY AREAS OF RESPONSIBILITY
Strategic Development and Execution
- The Advocacy Officer will lead the provision of strategic advocacy, learning, and policy support in maternal and neonatal health (MNH) to the regional office, ensuring a cohesive approach that aligns county and national advocacy initiatives while spearheading budget advocacy efforts.
- Maintain a comprehensive understanding of critical budgetary cycles, legislative reforms, and policy initiatives at the county level.
- Ensure that all advocacy communications and documentation are grounded in evidence and uphold high standards of quality.
- Collaborate closely with health and nutrition teams, the advocacy and policy coordinator, and the Head of Advocacy and Communications to formulate and execute a county-specific MNH advocacy strategy that integrates MNH with other sectors, while being accountable for an annual implementation plan.
- Design and implement contextually relevant strategies to facilitate effective child participation in advocacy activities, in partnership with field office teams and relevant personnel at the country office.
- Assist the Health and Nutrition team in identifying policy and practice changes that would enhance and safeguard the nutrition and health of children.
- Engage in national-level advocacy for policy reforms that empower community health volunteers (CHVs) to manage uncomplicated wasting as part of integrated community case management (iCCM).
- Advocate at the national level for CHVs to provide pneumonia treatment under iCCM.
- Support the development of policy and implementation frameworks for the Community Health Services (CHS) bill and the Disability bill.
- Craft key advocacy messages and targets based on insights gained from assessments, research, and evidence collected through project implementation.
- Facilitate budget advocacy for nutrition interventions and track budget allocations to enhance resource generation and allocation for child survival initiatives at the county level in collaboration with other civil society organizations.
Advocacy and Communications
- In partnership with the Advocacy Coordinator, oversee the county-level monitoring and evaluation of advocacy objectives, identify key opportunities and events, and organize significant 'Save the Children' moments and events.
- In collaboration with field office staff and technical experts, manage the creation of advocacy materials, including policy briefs, position papers, press releases, and opinion pieces for both county and national advocacy.
- Develop, consolidate, and support essential policy and advocacy messages for health and nutrition derived from program managers and technical specialists to influence county and national government, donors, and other stakeholders.
- Acquire a thorough understanding of the county government structure, political dynamics, and key decision-making processes to effectively influence nutrition-related issues for mothers and children. Conduct power mapping to identify and engage key influencers in the county to enhance resource mobilization and allocation for child survival interventions.
- Assist the County Health Management Team (CHMT) in revising and costing health, nutrition, and emergency contingency plans to address potential eventualities, utilizing household economy analysis (HEA) baseline and response analysis data.
- Engage in various lobbying, communication, and outreach activities to inform and persuade policymakers, including donors and politicians, of the importance of Save the Children's policy recommendations for improving child survival initiatives.
- Lead the development and dissemination of policy briefs, informational fact sheets, and county profiles to elevate nutrition on the policy agenda at the county level.
- Establish systems for research, analysis, and documentation that support evidence-based advocacy and influence at the county level, including conducting audience research and knowledge mapping to inform communication and advocacy efforts.
- Promote public awareness of fortified foods, supplementation, and dietary diversification through partnerships with nutrition-sensitive organizations. Utilize a database of trained personnel in the county to highlight gaps and advocate for adequate resources to address these needs and facilitate skill transfer between sub-counties in response to emerging challenges.
Building Partnerships
- Identify local networks and coalitions to cultivate sustained partnerships and alliances essential for disseminating and applying research findings to influence policy and practice. This includes representing Save the Children at strategic forums and networking with key civil society organizations and social movements relevant to Save the Children's advocacy efforts, including health and nutrition platforms in Kenya.
- Support area offices in establishing partnerships with communities and program beneficiaries to create accountability mechanisms, enhance capacity building, and facilitate knowledge management.
- Assist in the capacity building of program and field staff, as well as key partners, on advocacy through training, sharing best practices, and fostering learning and knowledge management.
Program Development & Management
- Collaborate with relevant technical specialists and program staff to ensure that advocacy strategies are integrated into project results and objectives, ensuring adequate budget allocation for implementation.
- Participate in Save the Children program meetings and related sessions to extract research-based advocacy messages from programs. Stay informed about current research, national policies, and donor debates in Kenya relevant to nutrition advocacy.
- In partnership with program managers, monitor and evaluate child survival communication and advocacy activities within budget constraints, ensuring that indicators and methodologies are established for evaluating achievements and developing regular progress reports. Contribute significantly to the design, development, implementation, and dissemination of nutrition-related research.

QUALIFICATIONS AND EXPERIENCE
- A minimum of 3 years of experience in advocacy work, including the development and execution of advocacy strategies. Experience within Kenya's health systems is advantageous.
- Strong understanding of Kenya's budget cycles and key moments.
- Familiarity with policy and legislative development processes at both national and county levels.
- Exceptional written communication skills, with the ability to simplify complex arguments for a non-specialist audience and write articles suitable for mainstream publication.
- Knowledge of devolution processes and their implications for the health sector.
- Excellent verbal communication skills appropriate for high-level external representation, such as lobbying county governors, ministers, and members of county assemblies (MCAs).
- Experience in developing advocacy strategies and a comprehensive understanding of various advocacy techniques.
- Proven ability to work effectively in teams and outstanding interpersonal communication skills.
- Experience in coalition building and collaborating with civil society actors to drive change.
- Strong understanding of Sustainable Development Goals, Vision 2030, and relevant policy and legal frameworks supporting child survival.
- Fluency in spoken and written English and Kiswahili.
- Commitment to Save the Children's mission and values.
- Desirable: A Bachelor's degree in Political Science, Law, Governance, International Development, Community Development, or a related field.
- Experience and training in policy and advocacy.
- Good knowledge of the nutrition and health sector, including connections with academic/research entities, NGOs, and UN agencies.
- Strong presentation and analytical skills.
- Excellent negotiation and persuasion abilities.
