Job Summary

We are seeking a highly skilled and experienced Leisure Centre Manager to join our team at Leeds City Council. As a key member of our Active Leeds Management team, you will be responsible for the effective and efficient management of our leisure facilities, providing a lead role in the development of local partnerships and contributing to increasing and sustaining active participation across the city.

Key Responsibilities
  • Manage the operation, programming, and development of leisure centres, including the management of new and additional projects as required.
  • Provide leadership, purpose, and direction to all staff members to the leisure centre team.
  • Develop, monitor, and achieve key centre and service performance criteria.
  • Lead the team and be responsible for the management of staff and all associated budget resources.
  • Lead and be responsible for the health and safety of the leisure centre.
  • Develop, implement, and monitor centre service delivery plans and marketing plans.
  • Contribute to the continuous improvement of the service.
  • Implement training programs, including the carrying out of training needs assessments and individual appraisal reviews.
  • Have lead responsibility for the correct and proper maintenance of the leisure centres, plant, and equipment and manage/liaise with all appropriate agencies.
  • Assist with the correct and efficient operation of all licensed bar/catering activities as applicable.
  • Be responsible for the centre's budget planning process and implement the appropriate financial and budgetary control systems in accordance with the Council's financial regulations.
  • Be responsible for the human resource planning of the centre, including recruitment, retention, disciplinary, and grievance, training, and development, in accordance with the Council's HR regulations and procedures.
  • Create and support effective working relationships with managers and stakeholders across Leeds City Council and create and support effective formal partnerships with internal and external agencies.
  • Develop, write, and present reports to groups, Councillors, and outside bodies and inform senior managers of implications and/or opportunities through changes in policy and legislation.
  • Be on call for emergency call-out purposes and manage cover.
  • Manage the administrative duties in relation to the operation of the facility.
  • Effectively manage appropriate budgets in accordance with Leeds City Council's Financial Regulations.
  • Undertake any other duties which may be assigned from time to time and that are commensurate with the grade of the post.
  • Undertake the accountabilities of the post in accordance with council policies, including the Safeguarding of Young People and Vulnerable Adults, Equal Opportunities, and Health & Safety policies.
Requirements
  • Ability to communicate effectively in both written and verbal form, with a wide range of people individually, in groups, and at all appropriate levels.

  • Able to develop and work in partnership with local agencies and organisations.

  • Able to ensure frontline staff are involved in service decision-making and development.
  • Ability to use computer systems.
  • Able to develop, evaluate, and implement changes in services and systems.
  • Able to ensure the service is effectively promoted and marketed across the area.
  • Able to manage the effective and efficient use of allocated budgets and resources within the area.
  • Able to manage conflict and make decisions.
  • Able to manage a diverse workforce.
  • Demonstrate a commitment as a team member with a small dynamic and innovative team.
  • Able to work to accounting and financial procedures.
  • Able to write reports.
  • Knowledge of health and safety legislation & issues in a leisure centre.
  • ISRM / ILAM certificate or N.V.Q. equivalent.
  • Knowledge of quality assurance systems and their application to a leisure environment.
  • Institute of Safety and Health (I.O.S.H.) Managing Safely or equivalent.
  • ISRM National Pool Plant Operators or equivalent.
  • First Aid At Work.
  • National Licensee certificate where required.
  • Knowledge of operational requirements of sports and leisure facilities.
  • Knowledge of the management of staff training.
  • Willing to change shifts when necessary.
  • Act as a keyholder and emergency call.
  • Experience of working as part of a management team within a facility.
  • Experience of delivering a safe working and leisure environment.
  • Experience of sports development programmes.
  • Experience of developing business/marketing plans.
  • Experience of business planning process.
  • Experience of working within a Quality Assurance system.
