Job Overview

The Air Capability & Programmes 2* Business Area within Air Command HQ is tasked with generating and delivering capabilities to achieve precise campaign effects across various operations as required.

The Programme Delivery Office (PDO) is a crucial component of the Capability & Programmes Business Area, responsible for the delivery of essential portfolio functions that enable, align, and comprehend Air Command's change initiatives both individually and collectively. It also oversees the necessary support functions to ensure these change initiatives meet their objectives successfully.

The PDO comprises a diverse team of civilian and military project delivery specialists based at Air Command, the RAF's Headquarters in Buckinghamshire.

The MI, Insights & Reporting Lead plays a pivotal role in defining the MI/Data, reporting needs, and the products/dashboards essential for programme delivery and portfolio-level decision-making. This position also supports the development of insights for all change initiatives. The postholder will offer guidance and support to Sub-Portfolio Teams, Programmes, and Projects to promote a standardized approach to data best practices, fostering greater coherence and robust assurance.

This role is structured for a 37-hour work week.

Key Responsibilities

The postholder will be responsible for the following:

  • Business Enhancement: Lead the development and ongoing improvement of PDO Processes & Products to support P3M through the implementation of user-friendly tools and techniques.
  • Requirement Analysis: Spearhead the gathering of requirements for tailored reporting products that facilitate the analysis of P3M MI data to generate insights for informed decision-making.
  • Gap Assessment: Assess requirements against the current state and desired future state, identifying opportunities to formulate successful business requirements necessary for transition.
  • Impact Assessment: Evaluate the potential implications of changes and estimate necessary modifications to achieve those changes, focusing on scoping changes within the overall project design and identifying key stakeholders.
  • Collaboration: Collaborate closely with Product Owners and coordinate efforts with Business Improvement teams and key stakeholders to identify Business As Usual (BAU) processes.
  • Innovation: Partner with industry and technical leaders to ensure business needs are effectively translated into suitable technical solutions.
  • Delivery of Tools and Documentation: Ensure that change delivery adheres to a fully auditable process by producing or assisting with frameworks, methodologies, operating models, functional specifications, use cases, user stories, UAT plans and strategies, defect analyses, forms, templates, guidance, and business cases.
  • Alignment with Purpose and Values: Work in accordance with the aims and objectives of the Programmes Delivery Office, ensuring all mandatory training is completed and up to date while upholding Civil Service Values in all work aspects.

Technical Competencies

The successful candidate will possess the following responsibilities and technical competencies:

  • Lead the research and gathering of business requirements on behalf of the PDO, assessing the necessity and value of activities to inform our Portfolio Management approach.
  • Accountable for evaluating requirements against both current and target states, identifying opportunities to develop effective business requirements for transition. Lead the development and implementation of Air's P3M toolset along with various other tools and techniques.
  • Responsible for analyzing the potential consequences of changes and estimating necessary modifications to achieve those changes. Collaborate across functions with Sub Portfolio's, Programme business change leads, Product Owners, and all Users to ensure standardization of deliverables.
  • Lead the coordination of systems analysis to meet business needs, working with technical leads to deliver solutions using recognized methodologies.
  • Responsible for the evolution and rollout of innovative reporting tools, products, and dashboards to facilitate decision-making.
  • Support the adoption of the Precision Analytics and Reporting Management Information System (PARMIS) Project and develop change control processes.
  • Deliver clear, concise, and constructive written and verbal communication to ensure effective engagement with stakeholders and senior leaders, utilizing data from various tools to support discussions and provide visuals (e.g., Power BI, Visio, proprietary tools). Provide P3M MI visualization support and guidance to Cap Swim lanes to promote uniformity in approach and standard methodologies.
  • Assist the PDO in deploying new digital tools by providing an intelligent customer function, coordinating communications, and offering training and coaching in their usage.
  • Support the professional development of the MI, Insights, and Reporting team by enhancing their Digital, Data, and Technology competencies.

Qualifications Required

Desirable:

  • APMG Agile Business Analysis Foundation & Practitioner
  • Management of Portfolios (MoP)
  • AXELOS or APMG qualifications in Project and Change Management and associated methodologies, techniques, processes, and approaches.
