Position Overview

The Execution Solutions Program Lead is a vital member of the Defense and Security (D&S) International Solutions team, which comprises training development specialists dedicated to crafting comprehensive solutions utilized by defense forces and paramilitary organizations globally. These solutions harness CAE's core simulation technologies alongside premier teaching methodologies and tools. The primary user base encompasses air, naval, and land forces sectors.

The primary focus of the Execution Solutions Program Lead, assigned to various initiatives, is to cultivate new business through the formal Capture process while effectively contributing as a member of the Capture Team, collaborating with Integrated Solution Leads and Commercial Leads.

The Execution Solutions Program Leads, akin to other core Capture Team members, are responsible for securing new business with solutions tailored to meet customer specifications and financial plans. Concurrently, they must ensure that the offerings can be executed and delivered profitably, on time, in the most efficient manner, with appropriate commercial and programmatic safeguards to minimize scope creep, subjective misunderstandings, and mitigate risks.

Duties & Responsibilities

Assist and adhere to the D&S Lead to Award (L2A) business development framework from the initial stages of customer engagement (pre-RFP), through the Capture and Proposal phases, all the way to contract finalization for any given opportunity across the CAE D&S International regions. Follow established best practices and knowledge resources for Execution Solutions Program Leads, including guides, tools, and templates. Foster a global Community of Practice network to exchange information and lessons learned among Execution Solutions Program Leads. The daily responsibilities of the Execution Solutions Program Lead encompass solution development and validation activities on active opportunities, which include the following deliverables: Formulate a successful execution strategy based on the opportunity Capture Plan Spearhead the preparation of an Integrated Master Schedule (IMS) Oversee the creation, consolidation, and validation of Risk and Opportunity registers Direct the creation of an Assumption, Dependency, and Exclusion register Lead the formulation and validation of the proposal Management volume, including Project Management Plans, Risk Management Plans, and/or Statements of Work (SOW) Ensure that supplier/partner workshare includes appropriate SOWs and technical requirements documents Guide the definition of comprehensive Transition Plans and post-delivery Sustainment Plans Prepare Milestone Payment Plans to ensure financial neutrality of programs Develop Export Control plans to facilitate the transfer and reuse of controlled technical data and components Conduct Solution Reviews and Design-to-Win reviews Engage with customers and end-users to present solutions

Required Skills & Experience

Bachelor's degree in engineering, science, business, or a related field Minimum of 5-10 years of relevant program management leadership experience in industry and/or military service, with 3-5 years focused on the development and/or delivery of training programs in an operational and/or maintenance capacity for the defense sector Relevant experience leading medium to large development, training integration, or engineering projects with significant levels of risk/uncertainty PMP certification or equivalent considered an asset Previous experience with new business capture and proposal processes for large made-to-order programs is highly desirable Strong ability to develop capture strategies for new business, leveraging winning themes and differentiators is a definite asset Knowledge of CAE's products and training solutions, including modeling and simulation capabilities, is considered a definite asset Relevant training/mentoring experience and skills are an asset Excellent oral and written communication, as well as presentation skills Fluency in both English and French is considered an asset Strong interpersonal skills and a problem-solving mindset Good business acumen and political savvy are highly desirable Ability to obtain a NATO SECRET security clearance
