Position Overview

The Execution Solutions Manager plays a pivotal role within the Defense and Security (D&S) International Solutions team, which comprises training development specialists dedicated to crafting comprehensive solutions utilized by defense forces and paramilitary organizations globally. These solutions harness CAE's core simulation technologies combined with top-tier instructional methodologies and tools. The primary user base encompasses air, naval, and land forces sectors.

The primary focus of the Execution Solutions Manager, assigned to various projects, is to cultivate new business opportunities through the formal Capture process while effectively fulfilling their responsibilities as a member of the Capture Team, collaborating with Integrated Solution Leads and Commercial Leads.

Like other core Capture Team members, the Execution Solutions Manager is accountable for securing new business with solutions tailored to meet client needs and budget constraints. Concurrently, they must ensure that the offerings can be executed and delivered profitably, on time, in the most efficient manner, while maintaining the appropriate level of commercial and programmatic safeguards to minimize scope creep, misunderstandings, and mitigate risks.

Duties & Responsibilities

Assist and adhere to the D&S Lead to Award (L2A) business development framework from initial customer interactions (pre-RFP) through the Capture and Proposal phases, culminating in contract award for various opportunities across CAE D&S International regions. Follow established best practices and knowledge resources for Execution Solutions Managers, including guides, tools, and templates. Support a global Community of Practice network to exchange information and lessons learned among Execution Solutions Managers. Daily responsibilities of the Execution Solutions Manager include solution development and validation tasks on active projects, which involve the following deliverables: Formulate a successful execution strategy based on the opportunity Capture Plan Oversee the preparation of an Integrated Master Schedule (IMS) Direct the creation, consolidation, and validation of Risk and Opportunity registers Manage the development of an Assumption, Dependency, and Exclusion register Supervise the creation and validation of the proposal Management volume, encompassing Project Management Plans, Risk Management Plans, and/or Statements of Work (SOW) Ensure that supplier/partner workshare includes appropriate SOWs and technical requirements documentation Lead the definition of comprehensive Transition Plans and post-delivery Sustainment Plans Prepare Milestone Payment Plans to ensure financial neutrality of programs Develop Export Control plans to facilitate the transfer and reuse of controlled technical data and components Conduct Solution Reviews and Design-to-Win reviews Engage with clients and end-users to present solutions effectively

Required Skills & Experience

Bachelor's degree in engineering, science, business, or a related field 5-10 years of relevant program management leadership experience in industry and/or military service, with 3-5 years focused on the development and/or delivery of training programs in an operational and/or maintenance context for the defense sector Proven experience leading medium to large-scale development, training integration, or engineering projects with significant levels of risk/uncertainty PMP certification or equivalent is considered an asset Previous experience with new business capture and proposal processes for large custom programs is highly desirable Strong ability to develop capture strategies for new business, leveraging winning themes and differentiators is a definite asset Familiarity with CAE's products and training solutions, including modeling and simulation capabilities, is considered a significant advantage Relevant training/mentoring experience and skills are beneficial Excellent oral and written communication, as well as presentation skills Proficiency in both English and French is considered an asset Strong interpersonal skills and a problem-solving mindset Good business acumen and political savvy are highly desirable Ability to obtain a NATO SECRET security clearance
