Position Overview
The Health and Safety Executive (HSE) is dedicated to ensuring safe working environments across various industries. Our Specialist Division consists of experts who provide essential technical guidance to support our regulatory responsibilities, including inspections, investigations, and policy formulation.
The Construction Engineering Specialist Team (CEST) is comprised of experienced Principal Specialist Inspectors who lead teams of Specialist Inspectors across Great Britain.
Job Location
Positions are available in multiple locations, including London and other specified areas.
Role Description
As a Construction Engineering Specialist, you will leverage your engineering expertise to promote safety standards across diverse sectors. Your role will involve inspecting construction sites, assessing compliance with safety regulations, and influencing industry practices.
This position offers a unique opportunity to engage with a variety of employers, from large construction projects to smaller operations, allowing you to apply your knowledge in real-world scenarios.
Key Responsibilities
- Conduct thorough inspections of various workplaces to ensure effective risk management and compliance with legal standards.
- Analyze incidents related to construction engineering to determine root causes and lead technical investigations as necessary.
- Provide expert opinions in reports to enhance health and safety practices and inform legal proceedings.
- Serve as an independent expert witness in legal matters, including tribunals and inquests.
- Collaborate with other government departments and industry bodies to share intelligence and improve safety policies.
- Maintain and expand your technical expertise relevant to the role.
- Understand and adhere to statutory requirements and technical standards, conducting risk assessments as needed.
- Utilize scientific and technical knowledge to analyze information effectively.
Travel Requirements
Due to the nature of HSE's regulatory responsibilities, occasional travel and overnight stays may be required.
Candidate Profile
Essential Qualifications and Skills:
- Demonstrated experience in Civil and Structural Engineering, with a solid understanding of site processes.
- Knowledge of contractual obligations and the practical application of engineering design on-site.
- Experience adhering to UK safety standards within the construction sector, including familiarity with the Construction (Design & Management) Regulations 2015.
- Ability to apply theoretical and practical methods to solve engineering challenges.
- Strong communication skills to convey complex technical information to diverse audiences.
- Proficient analytical and planning abilities.
Training and Development
HSE offers extensive training opportunities to enhance your skills and knowledge. This includes legal training relevant to your role and specialized technical courses.
New Specialist Inspectors will participate in a comprehensive two-year Specialist Training Programme (STP) to ensure they are well-equipped for their responsibilities.
Licenses and Qualifications
A valid UK Driving Licence is required, along with a Bachelor's or Master's degree in Civil or Structural Engineering. Chartered Engineer status is essential, with consideration given to equivalent qualifications.
Memberships
Applicants must be Chartered Members of the Institution of Civil Engineers or the Institution of Structural Engineers, registered with the Engineering Council.
