Job Overview

The Health and Safety Executive (HSE) is dedicated to ensuring safe working conditions across various industries. Our Specialist Division includes a team of Specialist Inspectors and technical experts who provide essential guidance and support for regulatory functions such as inspections, investigations, and policy formulation.

The Construction Engineering Specialist Team (CEST) is composed of experienced Principal Specialist Inspectors, each leading teams of Specialist Inspectors throughout Great Britain.

Position Availability

We currently have one position open in London, with additional opportunities available in various locations across the country.

Role Description

As a Specialist in Construction Engineering, you will play a vital role in ensuring that employers across diverse sectors adhere to safety regulations. This position allows you to leverage your engineering expertise to influence not just individual organizations but entire industry sectors.

Your career with HSE offers unique opportunities to engage with a variety of employers and work environments. One day, you may be assessing a large construction site, while the next, you could be investigating a safety incident at a smaller project.

In this role, you will collaborate with other technical specialists to ensure compliance with legal standards through inspections, investigations, and assessments of various companies.

Your contributions will enhance safety practices, whether by evaluating emergency response protocols, identifying causes of structural failures, or providing technical support for complex investigations into serious incidents involving machinery and equipment. This position will not only expand your knowledge but also challenge your engineering capabilities.

Key Responsibilities

  • Conduct inspections of diverse workplaces to ensure effective risk management and compliance with legal standards.
  • Analyze incidents related to construction engineering to determine root causes and lead technical investigations as necessary.
  • Provide expert opinions in reports to enhance health and safety practices and inform legal proceedings.
  • Serve as an independent expert witness in legal settings.
  • Gather intelligence and share insights to inform policy development and guidance for various stakeholders.
  • Maintain and enhance your technical expertise relevant to the role.
  • Understand and comply with legal and technical standards, conducting thorough risk assessments.
  • Utilize scientific and technical knowledge to analyze information effectively.

Travel Requirements

Given the nature of HSE's regulatory responsibilities, occasional travel and overnight stays may be required.

Candidate Profile

Essential Qualifications and Skills:

  • Extensive experience in Civil and Structural Engineering, with a solid understanding of site processes.
  • Knowledge of contractual agreements, design specifications, and the practical application of engineering decisions.
  • Experience working in compliance with UK safety standards within the construction sector.
  • Ability to apply theoretical and practical methods to solve engineering challenges.
  • Strong communication skills to convey complex technical information to diverse audiences.
  • Excellent analytical and planning abilities.

Training and Development

At HSE, you will have opportunities for professional development, including training on legal requirements pertinent to this role. This includes a mix of online learning and in-person tutorials, along with on-the-job training and specialized courses to enhance your technical knowledge.

As part of your role, you will receive support and training to develop your skills as an independent expert witness in legal proceedings.

Specialist Training Programme (STP)

All new Specialist Inspectors are required to complete a two-year Specialist Training Programme, which includes comprehensive legal training and any additional technical training necessary.

Licenses and Qualifications

A valid UK Driving License is required, along with a Bachelor's or Master's degree in a relevant field of civil or structural engineering. Chartered Engineer status is preferred, and equivalent qualifications will be considered.

Memberships

Applicants should be Chartered Members of the Institution of Civil Engineers or the Institution of Structural Engineers, or hold equivalent professional memberships.
