Job Overview

The Ministry of Housing, Communities and Local Government is dedicated to enhancing the effectiveness of local authorities, which are responsible for a variety of essential services that impact the public. This role will contribute to this mission by providing reliable and accessible data and insights regarding local government performance, enabling leaders to evaluate their standing against peers and empowering communities to hold their authorities accountable.

Specifically, the Ministry aims to:

- Inform: By enhancing data accessibility, the Ministry will empower citizens, local governments, central government, and civil society to gain a clearer understanding of local government performance.

- Warn: The Ministry will facilitate the early identification of potential failures, thereby mitigating significant financial and service repercussions for local citizens and taxpayers.

- Support: The Ministry will assist local governments in enhancing their performance by promoting best practices, advancing data capabilities, and streamlining a complex data environment.

This position is situated within a multidisciplinary team at the Ministry, which includes policy experts and analysts from various fields. While contributing to the Ministry's objectives, successful candidates will have the opportunity to influence the evolution of the organization and its culture.

This role is centered on local government, and we seek candidates with relevant knowledge or experience in this sector. The position is part of the Ministry's initiative focused on performance enhancement.

Working alongside an established G7-led team, the successful candidate will play a pivotal role in finalizing the design and implementation of a desk-based risk assessment system. This system aims to gain a comprehensive understanding of the risk landscape within the local government sector and identify authorities that may be at risk of failure. Due to the sensitive nature of this role, candidates must disclose any potential conflicts of interest.

Key Responsibilities

The successful candidate will collaboratively fulfill the following responsibilities:

  • Formulating the policy framework for a desk-based risk assessment system that identifies local authorities at risk of failure, utilizing both quantitative and qualitative data.
  • Leading the operational management of this risk assessment system.
  • Gaining an in-depth understanding of risks within the local government sector, including analyzing failure triggers based on historical data and identifying potential future risks through horizon scanning.
  • Building and maintaining relationships with key stakeholders in the local government sector, the Ministry, and other governmental departments.
  • Contributing to the broader development of the Ministry as a new organization.

Candidate Profile

Essential Qualifications:

  • Experience working in or closely with local government.
  • Proficiency in sourcing, compiling, and evaluating evidence, collaborating with the Ministry's analysts, other governmental departments, and the local government sector.
  • Strong problem-solving abilities.
  • Exceptional stakeholder management skills.
  • Excellent verbal and written communication skills, with the capacity to convey complex and often sensitive information to senior stakeholders.
  • Ability to lead and manage a team while also working collaboratively with colleagues beyond your immediate team.
  • Meticulous attention to detail and the ability to produce accurate and trustworthy assessments.
  • Capacity to work flexibly and efficiently, with a proven track record of prioritizing and managing multiple tasks simultaneously.
  • Strong ethical judgment and integrity in handling sensitive information.

Desirable Qualifications:

  • Experience in local government improvement and performance evaluation, such as through Ofsted, CQC, or Audit Commission.
  • Background in system-level risk management or a related discipline.
