- Supporting: We are committed to assisting local authorities in enhancing their performance through the promotion of best practices, the improvement of data capabilities, and the simplification of a complex data environment.

As part of MHCLG, our team comprises policy experts and analysts from diverse backgrounds. While contributing to our mission, successful candidates will have the opportunity to influence the evolution of our organization and its culture.

This position is centered on local government, and we seek individuals with relevant knowledge or experience in this sector. The role is situated within the 'Warning' pillar of our division focused on performance enhancement.

Working alongside an established G7-led team, the successful candidate will play a pivotal role in finalizing the design and implementation of our desk-based risk assessment system. This system aims to deepen our understanding of the risk landscape within local government and identify authorities that may be at risk of failure. Given the sensitive nature of this role, candidates will be required to disclose any potential conflicts of interest.

Key Responsibilities

The successful candidate will collaborate with an existing G7-led policy team to fulfill the following responsibilities:

  • Formulating the policy framework for a desk-based risk assessment system that identifies local authorities at risk of failure, utilizing both quantitative and qualitative data.
  • Overseeing the operational aspects of this risk assessment system.
  • Gaining a comprehensive understanding of risks within the local government sector, including analyzing historical failure triggers and identifying potential future risks through proactive monitoring.
  • Building and maintaining relationships with key stakeholders in the local government sector, MHCLG, and other governmental bodies.
  • Contributing to the broader development of our organization as it evolves.

Candidate Profile

Essential Qualifications:

  • Experience working within or closely with local government.
  • Proficient in sourcing, compiling, and evaluating evidence in collaboration with analysts, other government departments, and local authorities.
  • Strong problem-solving capabilities.
  • Exceptional stakeholder management skills.
  • Excellent verbal and written communication skills, with the ability to convey complex and often sensitive information to senior stakeholders.
  • Proven leadership abilities and a collaborative approach to teamwork.
  • Meticulous attention to detail, ensuring accurate and reliable assessments.
  • Capacity to work flexibly and efficiently, managing multiple priorities simultaneously.
  • Strong ethical standards and integrity in handling confidential information.

Desirable Qualifications:

  • Experience in local government improvement and performance assessment, such as through Ofsted, CQC, or Audit Commission.
  • Background in system-level risk management or a related discipline.
