Job Title: Highways Programme and Resource Manager

We are seeking a highly skilled and experienced Highways Programme and Resource Manager to join our team at Tarmac. As a key member of our Highways Programme, you will be responsible for overseeing the strategic works programme and contractors resource plan, ensuring the successful delivery of our Norfolk Highways project.

Key Responsibilities:
  • Manage all Norfolk programmes and resources, working collaboratively with contract partners to ensure project delivery.
  • Develop and maintain the programmes and contractors resource plan, ensuring optimal resource utilisation and outputs.
  • Provide guidance on highways management matters to the Tarmac company, ensuring their objectives and targets are achieved.
  • Manage agency and sub-contract requirements, optimising profitability and ensuring programme delivery.
  • Forecast and produce spend profiles, monitoring resource allocation and undertaking smoothing of programme.
  • Manage the production of construction and target programmes, providing programming advice for all schemes.
Requirements:
  • Management qualification (ILM/NEBS/NVQ4, CSCS qualification)
  • Largely qualified by experience relating to industry standards and/or possess good Higher Education Achievement (HND/HNC Level)
  • Manager with project organisational, and people management skills
  • Managerial experience in the Highway maintenance industry
  • Scheme delivery experience covering various scheme types from new build to reconstruction
  • Planning Management experience using programming software
  • Commercial and Contractual awareness
