Position Overview

The Cabinet Office is seeking experienced professionals with a comprehensive background in conducting, facilitating, and ensuring the quality of detailed, structured analysis. The role of the Senior Analytical Tradecraft Officer involves providing guidance, support, and constructive challenge to intelligence analysts engaged in evaluating intricate national security matters. As part of the team assisting the Professional Head of Intelligence Assessment (PHIA), the successful applicant will play a pivotal role in advancing and implementing analytical tradecraft across all-source intelligence evaluations.

Key Responsibilities

The Joint Intelligence Organisation (JIO) serves primarily to support the Joint Intelligence Committee (JIC), the National Security Council (NSC), the Prime Minister, and other significant decision-makers by delivering authoritative and robust all-source intelligence assessments on a wide array of national security and foreign policy issues.

Our focus extends beyond conventional national security themes, encompassing emerging technologies, economic and health security, climate change, and horizon scanning to identify and monitor nations at risk of instability.

The Professional Head of Intelligence Assessment (PHIA) oversees the Intelligence Analysis Profession across the government, fostering coherence, collaboration, and capability development. The PHIA is supported by a team within the JIO that has a broad mandate covering analytical tradecraft standards, community collaboration, and analyst career pathways.

The successful candidate will be recognized as a subject matter expert in analytical tradecraft within the JIO. Daily responsibilities will include advising and supporting analysts in the JIO and the broader intelligence assessment community as they navigate complex analytical challenges throughout the intelligence assessment lifecycle.

Key duties will include:

  • Leading community projects and initiatives aligned with the objectives of the PHIA-led analytical tradecraft group, reporting to the Intelligence Analysis Profession Board and the Professional Head of Intelligence Assessment.
  • Consulting for the JIO and other assessment bodies on analytical practices, methodologies, and approaches.
  • Contributing to the challenge and review processes for the Joint Intelligence Committee (JIC) and other intelligence assessment entities.
  • Overseeing the development of analytical tradecraft tools, techniques, and guidance for the intelligence assessment community, requiring extensive collaboration across government, international partners, academia, and industry.
  • Assisting in the development and quality assurance of current and future training programs for analysts by advising the Intelligence Assessment Academy development team.

There may also be opportunities to instruct certain tradecraft components of the Assessment Academy's courses.

Candidate Profile

The ideal candidate will possess:

  • Experience in all-source intelligence analysis or a clear demonstration of how analytical expertise can be adapted to the intelligence sector.
  • Proficiency in selecting and applying a variety of analytical tools, techniques, and processes to both quantitative and qualitative datasets.
  • Exceptional communication and networking abilities, with confidence in engaging with senior personnel.
  • Strong organizational skills to effectively manage multiple competing priorities.
  • Robust facilitation skills.

We particularly encourage applications from individuals with experience in some or all of the following areas:

  • Familiarity with the UK intelligence community, particularly regarding the range of analytical products and their construction.
  • Experience in developing analytical tools, techniques, and methodologies.
  • Experience in facilitating analytical workshops and/or delivering training sessions.
  • Experience in managing cross-departmental projects.

Additional Information
