Position Overview

The Cabinet Office is seeking experienced professionals with extensive backgrounds in conducting, facilitating, and ensuring the quality of comprehensive, structured analysis. The role of the Senior Analytical Tradecraft Officer involves providing guidance, support, and constructive challenge to intelligence analysts engaged in evaluating intricate national security matters. As part of the team supporting the Professional Head of Intelligence Assessment (PHIA) within the Cabinet Office, the successful applicant will play a pivotal role in advancing and implementing analytical tradecraft in all-source intelligence evaluations.

Role Responsibilities

The Cabinet Office primarily aids the Joint Intelligence Committee (JIC), the National Security Council (NSC), the Prime Minister, and other significant decision-makers by delivering authoritative and robust all-source intelligence assessments on a wide array of national security and foreign policy issues.

Our scope of work extends beyond conventional national security themes, encompassing emerging technologies, economic and health security, climate change, and horizon scanning, which includes identifying and monitoring nations at risk of instability.

The Professional Head of Intelligence Assessment (PHIA) oversees the Intelligence Analysis Profession across government, providing a central function to foster coherence, collaboration, and capability enhancement. PHIA is supported by a team within the Cabinet Office that has a broad mandate covering analytical tradecraft standards, community collaboration, and career pathways for analysts.

The selected candidate will be recognized as a subject matter expert in analytical tradecraft within the Cabinet Office. They will routinely offer advice and support to analysts in the Cabinet Office and the broader intelligence assessment community, assisting them in addressing the most complex analytical challenges throughout the intelligence assessment lifecycle.

Key responsibilities will include advising analysts on the design of analytical workshops, including the selection of suitable analytical techniques or methodologies. The post holder will be expected to frequently facilitate analytical workshops for the Cabinet Office and, at times, for other governmental departments.

The successful candidate must demonstrate adaptability and responsiveness to priorities established by the leadership of the intelligence assessment community. Within PHIA, the role will specifically focus on promoting and applying best practices in intelligence assessment through:

  • Leading community projects and work programs aligned with the objectives of the PHIA-led analytical tradecraft group, reporting to the Intelligence Analysis Profession Board and the Professional Head of Intelligence Assessment.
  • Consulting for the Cabinet Office and other assessment bodies on analytical practices, methodologies, and approaches.
  • Contributing to the challenge and product review processes for the Joint Intelligence Committee (JIC) and other intelligence assessment entities.
  • Overseeing the development of analytical tradecraft tools, techniques, and guidance for the intelligence assessment community, necessitating extensive collaboration across government, with international partners, and with academia and industry.
  • Supporting the enhancement and quality assurance of current and future training for analysts by advising the Intelligence Assessment Academy development team.

There may also be opportunities to instruct certain tradecraft components of the Assessment Academy's courses.

Candidate Profile

The ideal candidate should possess:

  • Experience in all-source intelligence analysis or a clear demonstration of how analytical expertise can be adapted to the intelligence sector.
  • Experience in selecting and applying a variety of analytical tools, techniques, and processes to both quantitative and qualitative datasets.
  • Exceptional communication and networking abilities, including confidence in engaging with senior personnel.
  • Strong organizational skills to effectively manage multiple competing priorities.
  • Proficient facilitation skills.

We particularly encourage applications from individuals with experience in some or all of the following areas:

  • Knowledge of the UK intelligence community, particularly regarding the range of analytical products and their construction.
  • Experience in developing tools, techniques, and methodologies.
  • Experience in facilitating analytical workshops and/or delivering training.
  • Experience in managing cross-departmental projects.

Additional Information:

A minimum of 60% of your working hours should be spent at your primary workplace, although attendance at other locations for official duties will also contribute to this requirement.

Compensation and Benefits

In addition to a competitive salary of £44,500, the Cabinet Office contributes £12,015 towards membership in the Civil Service Defined Benefit Pension scheme. Annual salary increases will be contingent upon individual performance and contributions to the organization's success, along with opportunities for performance-related bonuses.
