Position Overview:
This is a part-time role requiring 18.5 hours per week, with a pro-rata salary range of £15,819 to £18,611 per annum.
Essex County Council's Adult Social Care is undergoing a significant transformation, shifting focus from long-term care to a model emphasizing four key principles: prevention, early intervention, enablement, and safeguarding. This approach aims to empower individuals, their families, and caregivers to access the necessary information and resources to lead healthy, independent lives. The goal is to proactively address the increasing demand for services sustainably, within the financial framework of the Council.
Role Responsibilities:
- Provide expert housing advice and guidance to operational teams, ensuring they are well-informed about available options for supporting service users with housing needs.
- Maintain accurate records and develop comprehensive analyses of the demand for supported living within the locality, ensuring a clear understanding of local requirements and devising plans to address them.
- Collaborate with stakeholders and partners to create, implement, and sustain a variety of high-quality accommodation solutions.
- Assist operational, commissioning, and commercial teams with insights and recommendations regarding housing supply, demand, and opportunities.
- Contribute to the expansion of accommodation options to maximize the use of available supported housing in Essex.
- Engage in the development and execution of the housing agenda both within specific quadrants and across Essex.
- Work proactively with internal and external partners to navigate the array of services and processes necessary for accessing housing.
Candidate Profile:
- Ideally possess a degree or equivalent experience, with a commitment to ongoing professional development in housing qualifications, such as the CIH Level 3 Certificate in Housing Practice.
- Demonstrated experience in a housing and social care context, particularly in managing challenging social and family dynamics.
- Exceptional communication skills with the ability to build rapport and engage effectively with diverse groups.
- Proven ability to foster strong relationships with partners, agencies, and the local community to achieve shared goals and provide a supportive framework for vulnerable adults.
- Evidence of sound decision-making skills to identify and mitigate potential risks associated with interventions.
- Experience in partnership and inter-agency collaboration, with a solid understanding of national and local policies related to housing and social care planning and service delivery.
- Current knowledge of housing legislation, policy, and practice, including welfare benefits.
- Effective communication skills adaptable to a wide range of audiences.
Mobility Requirement:
The role necessitates mobility throughout the operational area; therefore, a valid driving license and access to a vehicle are essential.
Commitment to Diversity:
Essex County Council is dedicated to fostering an inclusive environment. We are proud to be a Disability Confident Leader and are committed to interviewing all disabled applicants who meet the minimum job requirements. We also welcome applications from veterans and care leavers who meet the criteria.
Safeguarding Commitment:
Essex County Council is committed to safeguarding and promoting the welfare of children and vulnerable adults, expecting all employees and volunteers to share this commitment.
