About the Role

We are seeking a highly skilled Senior Subcontracts Manager to join our team at Innovate. As a key member of our procurement team, you will be responsible for providing support for routine and complex subcontract administration tasks.

Key Responsibilities

  • Manage the creation and administration of subcontracts, ensuring compliance with company policies and procedures.
  • Assess specifications and draft RFQs and RFPs, ensuring accurate assignment and prime contract flow-down clauses.
  • Evaluate subcontractor proposals, assessing terms, exclusions, and risks, and conducting cost or pricing analyses as needed.
  • Develop and implement a negotiating strategy, engage in negotiations, and grant subcontracts.
  • Maintain accurate records of all subcontract documentation.
  • Ensure compliance with legal requirements by creating and recording small business plans.
  • Monitor subcontractors' performance, negotiate modifications, and close out subcontracts in accordance with company policies.
  • Align subcontract deliverables with supply chain demand planners through input into the S&OP process.
  • Build and maintain strong working relationships with internal and external clients.
  • Support the updating of contractual agreements, departmental policies, and procedures through research.
  • Participate in unique projects as required.
  • Track and report data using the Enterprise Resource Planning (ERP) system.
  • Move high-value purchase orders and contracts through the corporate approval matrix before execution.
  • Participate in corporate and business unit cost-cutting initiatives.

Requirements

  • 8+ years of experience with cost-type and fixed-price subcontracts for complex items or research and development under federal government contracts.
  • Proven track record of creating contracts and commercial terms in an engineering setting.
  • Proven ability to assist bid teams with the flow down of terms and the understanding and management of client commercial terms.
  • Experience working in the space and defense industries is beneficial.
  • A degree in engineering or a related field in commercial or business management is advantageous.
  • Additional training in government contract management, such as certifications or degrees, is advantageous.
