Job Description

Job Summary:

The Principal Subcontracts Manager provides support for routine and somewhat complicated subcontract administration tasks, such as reviewing and negotiating agreements, subcontracts, and other documentation linked to contracts.

Key Responsibilities:

  1. Subcontract Administration: In charge of the creation and management of subcontracts in all their aspects.
  2. Contract Negotiation: In charge of anything from modest consulting assignments to substantial, intricate technical acquisitions.
  3. Contract Drafting: Assesses specifications and drafts RFQs and RFPs with accurate assignment and prime contract flow-down clauses.
  4. Subcontractor Evaluation: Assesses subcontractor proposals, looking at terms exclusions, evaluating risks, and doing cost or pricing analyses as needed.
  5. Negotiation and Award: Formulates a negotiating strategy, engages in negotiations, and grants subcontracts.
  6. Document Management: Creates and keeps track of all subcontract documentation.
  7. Small Business Plans: Creates and records small company plans in compliance with legal requirements.
  8. Subcontractor Performance: Keeps an eye on subcontractors' performance, bargains for modifications, and closes off subcontracts in compliance with corporate policies.
  9. Supply Chain Alignment: Ensures supply chain demand planners' alignment with subcontract deliverables through input into the S&OP process.
  10. Client Relationships: Builds and preserves strong working connections with both internal and external clients.
  11. Contract Updates: Supports the updating of contractual agreements, departmental policies and procedures, and current laws and regulations through research.
  12. Special Projects: Take part in unique projects as required.
  13. Data Management: Frequently tracks and reports data using the Enterprise Resource Planning (ERP) system.
  14. Contract Approval: Before they are executed, moves high-value purchase orders and contracts via the corporate approval matrix.
  15. Cost-Cutting Initiatives: Participates in corporate and business unit cost-cutting initiatives.

Qualifications & Competencies:

Education:

  1. Industry Experience: It is beneficial to have experience working in the space and defence industries.
  2. Education Background: It is advantageous to have a degree in engineering or a related field in commercial or business management.
  3. Additional Training: Extra training in government contract management, such as certifications or degrees, is advantageous.
  4. Professional Experience: More than eight (8) years of expertise with cost-type and fixed-price subcontracts for complex items or research and development under federal government contracts.
  5. Contracting Experience: Proven track in creating contracts and commercial terms in an engineering setting.
  6. Bid Team Support: Proven ability to assist bid teams with the flow down of terms and the understanding and management of client commercial terms.
