Job Overview

The Principal Subcontracts Manager plays a crucial role in supporting the routine and complex subcontract administration tasks, including reviewing and negotiating agreements, subcontracts, and other documentation linked to contracts.

Key Responsibilities

  1. Oversee the creation and management of subcontracts in all aspects.
  2. Manage a wide range of subcontracting activities, from modest consulting assignments to substantial, intricate technical acquisitions.
  3. Assess specifications and draft RFQs and RFPs with accurate assignment and prime contract flow-down clauses.
  4. Evaluate subcontractor proposals, considering terms exclusions, risk assessment, and cost or pricing analyses as needed.
  5. Develop a negotiating strategy, engage in negotiations, and grant subcontracts.
  6. Establish and maintain all subcontract documentation.
  7. Develop and record small business plans in compliance with legal requirements.
  8. Monitor subcontractors' performance, negotiate modifications, and close off subcontracts in accordance with corporate policies.
  9. Ensure alignment with subcontract deliverables through input into the S&OP process.
  10. Build and preserve strong working relationships with both internal and external clients.
  11. Support the updating of contractual agreements, departmental policies, and procedures through research.
  12. Participate in unique projects as required.
  13. Regularly track and report data using the Enterprise Resource Planning (ERP) system.
  14. Move high-value purchase orders and contracts via the corporate approval matrix before execution.
  15. Contribute to corporate and business unit cost-cutting initiatives.

Requirements

  1. Experience working in the space and defence industries is beneficial.
  2. A degree in engineering or a related field in commercial or business management is advantageous.
  3. Additional training in government contract management, such as certifications or degrees, is advantageous.
  4. More than eight (8) years of experience with cost-type and fixed-price subcontracts for complex items or research and development under federal government contracts.
  5. Proven track record in creating contracts and commercial terms in an engineering setting.
  6. Proven ability to assist bid teams with the flow down of terms and the understanding and management of client commercial terms.
