Position Overview

The Junior Delivery Manager will oversee the coordination of project deliveries associated with our enterprise systems and components, including Document Management, Telephony, Benefit Application Portals, and Integration Layer technologies. Reporting to the Senior Delivery Manager, you will leverage your technical expertise to ensure the successful execution of vital projects.

Social Security Scotland, an executive agency of the Scottish Government, is engaged in the most extensive IT and digital transformation initiative since devolution. With a substantial budget, we are developing a social security framework that will benefit the people of Scotland for years to come.

The Chief Digital Office (CDO) division within the Social Security directorate is driving an ambitious digital agenda to facilitate the transfer of welfare responsibilities to the Scottish Government, aligning with the strategy of becoming a leading digital organization and ensuring Scotland's status as a digital leader. The CDO is tasked with delivering the cloud infrastructure, capabilities, and solutions that will support the Social Security Programme and ultimately Social Security Scotland.

Our Applications & Platforms branch, situated in the Chief Digital Office, is responsible for the internal Digital Delivery Management function. This function provides comprehensive technical delivery management services that ensure the successful implementation of change projects and initiatives.

This function collaborates with Social Security Scotland’s Digital Delivery Programme, third-party technical providers, and specialized technical teams to design and implement scalable technical solutions that prioritize high availability, resilience, and security.

DDaT Pay Supplement
This position includes a £5000 Digital, Data and Technology (DDaT) pay supplement after a three-month qualifying period. The payment will be retroactive to your start date. Pay supplements are temporary incentives aimed at addressing recruitment and retention challenges due to market conditions and are subject to regular review. This role is part of the Scottish Government DDaT profession, and as a member, you will engage in the professional development system, currently BCS Role Model plus.

Key Responsibilities

  • Effectively implement Agile methodologies, principles, and processes to manage and assess project tasks, ensuring timely delivery and enhancing team productivity.
  • Facilitate communication between technical and non-technical stakeholders by managing project communications, plans, and risks throughout the project lifecycle, including Initiation, Planning, Delivery, Monitoring, and Closure.
  • Assist in the creation, management, and oversight of project budgets within established tolerances.
  • Establish and maintain sustainable governance processes and meeting cadences.
  • Proactively address changes in project scope and constraints to ensure effective processes that meet end-user requirements.
  • Encourage a collaborative environment within the team.
  • Empower delivery teams and promote effective teamwork.
  • Value and incorporate feedback to improve team performance.

Candidate Profile

  1. You possess practical experience in Agile practices that facilitate efficient project delivery, demonstrating your ability to apply Agile principles and utilize Agile tools effectively.
  2. You have experience acting as a liaison for contracted suppliers, understanding internal processes within a government context, and knowing when to involve third parties in digital, data, and technology projects.
  3. You are skilled in communicating with both technical and non-technical stakeholders to enhance project success, effectively engaging both groups and facilitating discussions within multidisciplinary teams.
  4. You have experience in maintaining project momentum by addressing internal risks and issues, setting team cadence for sustainability, and effectively managing dependencies and communications.
