Position Overview

The Junior Delivery Manager will oversee the coordination of project deliveries related to our enterprise systems and components, including Document Management, Telephony, Benefit Application Portals, and Integration Layer technologies. Reporting to the Senior Delivery Manager, you will leverage your technical expertise to ensure the successful execution of essential projects.

Social Security Scotland, an executive agency of the Scottish Government, is engaged in the most extensive and intricate IT and digital transformation initiative since devolution. With a substantial budget, we are establishing a social security framework that will benefit the citizens of Scotland for years to come.

The Chief Digital Office (CDO) division within the Social Security directorate is implementing an ambitious digital strategy to facilitate the transfer of welfare responsibilities to the Scottish Government, aligning with the vision of a premier digital organization and positioning Scotland as a leading digital nation. The CDO is tasked with delivering the cloud infrastructure, capabilities, and solutions that will underpin the Social Security Programme and ultimately Social Security Scotland, an Executive Agency of the Scottish Government.

Our Applications & Platforms branch, situated within our Chief Digital Office, is responsible for the internal Digital Delivery Management function. This function provides comprehensive technical delivery management services that ensure the successful implementation of technical aspects of change projects and initiatives.

Compensation and Benefits
This position includes a Digital, Data and Technology (DDaT) pay supplement after a qualifying period. This payment will be retroactively applied to your start date in the role. Pay supplements are temporary adjustments designed to address recruitment and retention challenges and are subject to regular assessment. This role is part of the Scottish Government DDaT profession, and as a member, you will participate in the professional development system.

Key Responsibilities

  • Effectively implement Agile methodologies, principles, and processes to manage and assess project tasks, ensuring timely delivery and enhancing team productivity.
  • Serve as a liaison between technical and non-technical stakeholders by managing project communications, plans, and risks throughout the project lifecycle, including Initiation, Planning, Delivery, Monitoring, and Closure.
  • Assist in the creation, management, and oversight of project budgets within established tolerances.
  • Establish and maintain sustainable governance processes and rhythms.
  • Proactively identify and address changes in project scope and constraints to ensure effective processes that meet end-user requirements.
  • Encourage a collaborative atmosphere within the team.
  • Empower delivery teams and promote effective teamwork.
  • Value and integrate feedback to improve team performance.

Candidate Profile

  1. Demonstrated experience in Agile practices to facilitate efficient project delivery, showcasing the application of Agile principles and effective use of Agile tools.
  2. Experience acting as the primary contact for contracted suppliers, understanding internal processes within a government department, and knowing when to engage third parties in digital, data, and technology projects.
  3. Proven ability to communicate effectively between technical and non-technical stakeholders to enhance project success.
  4. Experience in managing internal risks and issues, establishing team cadence for sustainability, and effectively tracking and communicating dependencies.
